ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Global Partnerships and External Relations (GLO), headed by a Managing Director, is responsible for UNIDO's relations with Member States and all external partners, including through the Policymaking Organs. It plays a central role for interaction and collaboration with traditional and non-traditional donors; oversees the regional bureaus as well as the network of established field offices, liaison offices and Investment and Technology Promotion Offices; and supports the implementation of particularly complex projects, programmes and special assignments, thus also fulfilling an important role in safeguarding their quality and the reputation of the Organization

 

The Division of ITPOs and Institutional Partnerships (GLO/ITP) will link UNIDO's Investment and Technology Promotion Offices (ITPOs) with international corporate partners and use the ITP network to forge, in collaboration with IET/PPP and GLO/FLS, partnerships with development partners. It will engage in match-making and partnership development at corporate, institutional and political levels to support developing countries and countries with economies in transition in becoming attractive investment locations resulting in increased levels of investments and, through investors and partners that the ITPOs bring to the table, engage in technology exchange partnerships that enable them to adopt new technologies for sustainable industrial development.

 

The Division of ITPOs and Institutional Partnerships (GLO/ITP) harnesses different types of partnerships at corporate, institutional and political level to support developing countries in their endeavor to become attractive investment locations resulting in increased levels of investments (foreign direct investment, impact investments, domestic investments) as well as technology exchange and adoption. The Division expands its Investment and Technology Promotion Network by closely interlinking UNIDO’s Investment and Technology Promotion Offices (ITPOs) with investment promotion agencies (IPAs) and international corporate partners.

 

UNIDO’s international network of Investment and Technology Promotion Offices (ITPOs) are located in Tokyo, Japan; Rome, Italy; Shanghai and Beijing, China; Seoul, the Republic of Korea; Moscow, the Russian Federation; Manama, Bahrain; Lagos, Nigeria; and Bonn, Germany. 

 

UNIDO ITPOs have contributed to reducing development imbalances, by brokering investment and technology agreements between developed, developing countries and countries with economies in transition. Located in both hemispheres, the specialized network of UNIDO ITPOs opens up opportunities for investors and technology suppliers to find potential partners and offers unique services to both entrepreneurs and business institutions.

 

PROJECT CONTEXT

 

“Rebooting GMIS: Upscaling digital manufacturing capacities and advancing ISID through the fourth industrial revolution” (ID 210118) The Global Manufacturing and Industrialisation Summit (GMIS) is a multi-stakeholder platform, co-chaired by UNIDO and the Ministry of Industry and Advanced Technology of the United Arab Emirates (UAE). GMIS has a long-term goal to establish a global consensus on the future of manufacturing, fully aligned with the 2030 Agenda for Sustainable Development, in particular Sustainable Development Goal 9: “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. GMIS was conceived in 2015 through a collaboration of UNIDO and the Ministry of Economy of the United Arab Emirates. Since then, three global summits (2017 in Abu Dhabi, 2019 in Yekaterinburg and 2020 virtually in Hannover) and several roadshow events (including at UNGA 2018, 2019 and 2020) have been successfully organized, providing a platform for UNIDO to globally promote and showcase ISID and its work on the Fourth Industrial Revolution (4IR), as well as its specific agendas such as circular economy, gender, quality infrastructure and industrial policy.

 

Increasingly, GMIS has proven to successfully promote UNIDO’s agenda worldwide and helped to raise UNIDO’s visibility and extending its network to more partners and stakeholders. The present Project “Rebooting GMIS: Upscaling digital manufacturing capacities and advancing ISID through the fourth industrial revolution” (SAP 210118) aims at ensuring continuity of UNIDO’s engagement in the organization of the different GMIS workstreams (the GMIS Connect Roadshows, the Legacy Initiatives and the newly created global thematic working groups), while securing the administrative and technical capacity of UNIDO to engage with the UAE counterpart GMOL and link future GMIS events—notably GMIS 2021 at Dubai Expo but also subsequent events—to UNIDO’s operations in the area of innovation and digital transformation, with a focus on LDCs and low- and middle-income countries.

 

FUNCTIONAL RESPONSIBILITIES

 

Under the supervision of the Project Manager, assists in appraising, adjusting and presenting project proposals, and monitoring programme execution, identifying problems and utilizing information as an input to corrective actions to promote effective project management, develops and administers technical cooperation projects. The incumbent shall carry out following main duties.

 

• Locate and analyze specific economic and social data and distilling and synthesizing information relevant to proposed projects;

 

• Identify, describe and justify project possibilities related to a particular project and consistent with approved technical cooperation programmes and ongoing activities;

 

• Appraise, review and adjust project proposals to ensure consistency with national, sub regional, regional and sectoral priorities and programmes, and with available resources; formulate and present such proposals on the basis of technical and substantive inputs in accordance with required format for final review and approval;

 

• Develop schedules, arrangements and methods for the management of the execution of individual project/s, in consultation with project personnel, technical, substantive and administrative service units;

 

• Exchange information required for project formulation and execution with government officials in planning, finance, donor input coordination and sectoral functions, as well as with representatives of multilateral and bilateral donor agencies;

 

• Monitor and expedite project execution systematically through discussions and correspondence with technical, substantive and project staff, field visits, analysis of periodic project progress reports, participation in tripartite reviews and mid-term project evaluations; utilize information obtained as an input to corrective decision-making and revisions;

 

• Organize and conduct briefings and debriefings on projects with special regard for the country, sub regional and regional aspects, resources and development characteristics, with a view to maximizing project performance levels.

 

MINIMUM ORGANIZATIONAL REQUIREMENTS

Education: Advanced university degree in engineering, development economics, technical and business management, international relations, business and entrepreneurship development or any other relevant field is required.

 

Technical and Functional Experience

 

At least five (5) years of professional experience in technical cooperation project management or portfolio project management including some exposure at the international level, is required. Ability to research and analyse information independently and recommend solutions is required. Ability to write in a clear and concise manner is required. Ability to work effectively in multi-cultural teams is desirable. Experience in evaluating the needs, conditions and problems in developing countries, is desirable. Experience in the field of private sector development, institutional based technical training with a focus on implementation of project’s activities is desirable. Experience in demand oriented technical training/host-community-based support, industrial skills development & education, rural-urban infrastructures for livelihood improvements and entrepreneurship development is desirable. Experience in industrial digital transformation, innovation and artificial intelligence towards sustainable industrial development is desirable.

 

Languages: Fluency in written and spoken English is required. Fluency and/or working knowledge of another official UN language, is desirable.
