Standard Job Description

Associate Programme Officer Organizational Setting and Work Relationships The Associate Programme Officer may be based in HQ, field/regional bureau, typically reporting to and be guided by the Program officer and may supervise a small team of local staff. He/she may refer to UNHCR's Programme Manual (Chapter IV), UNHCR's corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations for further guidance. The Associate Programme Officer will provide programmatic guidance and support with regard to the implementation of protection and solutions strategies within available resources. S/he will coordinate with the other sections/units to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle. The incumbent will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management is approached as per UNHCR¿s Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), and corporate positions on SDGs. The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties - Support in assessing and analysing the needs of persons of concern in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning. - Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities. - Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps. - Assist the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions. - Support the revision and analysis of plans, mid-year and year-end reports of UNHCR office(s) in the Area of Responsibility AoR), ensure quality assurance and compliance with established policies, guidelines, procedures and standards. - Assist in the provision of overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for persons of concern. - Provide support to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others. - Contribute to ensure consistent and coherent monitoring approaches, tools and systems across the region, in line with global standards and polices. - Actively contribute to UNHCRs programming of community of practice and continuously contribute to improvements of programming tools and processes. - Oversee a timely and effective follow-up of internal and external audits observations and recommendations that relate to programmatic issues. - Perform other related duties as required. Minimum Qualifications Years of Experience / Degree Level For P2/NOB - 3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1 year relevant experience with Doctorate degree Field(s) of Education Economics; Business Administration; Social Sciences; or other relevant field. Demonstrated experience in field operations, sound knowledge on the centrality of protection in programming, Joint Needs Assessments and the principles of targeting. Desirable: Demonstrated experience in coordination within an inter-agency context and other actors, in a refugee or humanitarian context. Desired Candidate Profile

The Associate Programme Officer would normally receive guidance from the Senior Programme Officer. He/she will have to work closely with other units in the Representation including the sector leads. UNHCR Manual, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the Associate Programme Officer. He/she is expected to stay abreast of the challenges posed by the operational context, the UN and humanitarian reform and institutional developments. UNHCR Uganda Operation is decentralized, therefore the Associate Programme Officer will play an important role in engaging with field-based programme teams to provide support and guidance to them on routine matters to support coherent approaches to programming across the operation.

The incumbent will lead a team responsible for managing government partnership agreements. He/she is expected to work with different national and international NGOs in addition to coordinating and working with different sectors experts and internal units within UNHCR, thus excellent communication and people skills are required. The person must have a demonstrated record of providing timely and appropriate technical advice on programme planning, assessment, and implementation. Moreover, he/she should have a firm understanding and sound expertise in coordination and monitoring. Experience in management of district local government programme is desirable.

With six UNHCR sub-offices in the field and refugees scattered across several settlements and urban locations in the country, the incumbent is expected to regularly travel to the field, visit refugee sites, and meet with staff and partners on the ground. Given the different cultural dynamics and political sensitivities in the region, the person must be a proven team-player, have excellent inter-personal, communication and negotiation skills. Demonstrated ability to design and support programmes for rural and urban refugee populations is highly desirable.

The incumbent is expected to demonstrate ownership in the project he/she manages and have contacts within the organization and outside the duty station, as well as with partners and other stakeholders to collect information, monitor programme activities and implement administrative requirements. The incumbent will have to establish good working relationships with their peers at country level to facilitate the collection of information and other programme management related activities.

The incumbent is expected to have good knowledge of MS Excel and UNHCR corporate tools including MSRP and COMPASS.

Living and Working Conditions:

Kampala is a Family Duty Station Capital city with a large offer of comfortable houses and flats are available, bank services are excellent as well as a decent internet service and mobile coverage. Power supply might be irregular in some areas hence a generator or backup inverter might be necessary. Medical facilities including hospital of good quality are available as well as a large choice of International school and nurseries. Food and house supplies are available in supermarkets and markets and on-line purchase and home deliveries is efficient. No decent public transport is available, but Taxis/Uber are commonly used and car purchase is an easy option as the offer is wide.
Although Kampala and Entebbe are considered under a moderate security levels (Security levels III), many UN agencies and funds are headquartered in Kampala including UNHCR branch office to provide support on the mandate to protect and assist refugees of both Urban caseloads and those in settlements in the South west, Midwest and West Nile regions. Kampala is considered a family duty station with better social amenities- schools, recreation and health services. The major threat to staff includes and is not limited to prospects of terrorism allowed heavy security presence in both uniform and plain cloth, high road traffic accidents, common law crimes and spontaneous outbreaks of water born disease like Typhoid, cholera plus occasional political /civil unrest mostly contained by Government. The security management systems have put in place mitigation measures to avert the impact of the threats therein and is a collective responsibility of all staff members.
