Team Overview:

 

The Access Program approaches some of the most pressing issues in global health with a business-oriented strategy to fundamentally change the underlying economics. Over the last several decades, South Africa’s Department of Health (DOH) has made significant progress in moving towards achieving the UNAIDS 95-95-95 (95% of all people living with HIV will know their HIV status, 95% of people with diagnosed HIV infection will receive sustained ART and 95% of all people receiving ART are virally suppressed) for the paediatric and adolescent populations. However, gaps still exist.

 

The Technical Advisor will be responsible for a range of process improvement and operations management activities in order to successfully deliver high impact system solutions that may span multiple business areas including but not limited to obtaining, analysing, specifying and/or validating the business requirements in order to identify appropriate solutions and to project manage the design, testing and implementation of new system developments according to the project brief agreed by management and client. The role will involve process management functions that may include data gathering and analysis, best practice research, process mapping, developing and recommending improvement initiatives, developing performance metrics, obtaining stakeholder agreement/partnerships, implementing improvements and monitoring performance against updated standards including partnering with organizations, process owners, external suppliers and management to execute and deliver results. key stakeholder coordination through a technical group of implementing partners

 

Position Overview: 

 

CHAI seeks a highly motivated individual with outstanding technical capabilities to play a key role in the Advanced HIV Disease Programme. The Technical Advisor will support the strategy, provide technical input to the Advanced HIV Disease team. The Technical Advisor should have exceptional communication and analytical skills, be a strong strategic thinker and be able to adapt to differing programme needs. CHAI places great value on a commitment to excellence, resourcefulness, responsibility, tenacity, flexibility, independence, energy, work ethic and humility.  The Technical Advisor will report to CHAI South Africa Programme Manager for Access to Medicines and the NDoH Programme lead.

Responsibilities

Key responsibilities include, but are not limited to, the following-

  • Supporting the design, implementation and monitoring of key change management interventions associated with process improvements with an emphasis on addressing barriers to effective performance of the AHD programme
  • Development of clinical guidelines, training manuals through the knowledge hub and providing training for clinicians on dealing with AHD
  • Monitoring the implementation of key programme activities and champions process improvement efforts at a national level, ensuring alignment with DoH HIV Directorate objectives and providing feedback regarding performance
  • Support the introduction of new antiretroviral for line 2/3 treatment by supporting the NDOH with the development of new product roll-out strategies and supporting forecasting practices to avoid stock-outs, minimise wastages and costs
  • Supporting the design, implementation and monitoring of social mobilisation and demand creation activities aimed at increasing healthy behaviours and demand for advanced HIV disease services and documenting of good practices with a view to scaling-up of these practices
  • Liaising with key stakeholders within and outside of the government health sector (including non-government institutions, academic institutions, civil society organisations) to strengthen HIV/AIDS treatment by ensuring that they are integrated with other health programmes
  • Liaising with CHAI global colleagues to obtain relevant information and ensuring that reports are produced and liaising with the donor to ensure alignment between DOH needs and donor requirements
  • Introduce processes and benchmarks to control and measure the quality of the data in supply chain systems where CHAI is the lead partner
  • Identifying fundraising opportunities and submitting of bids to enable project/program growth and sustainability
  • Performing any other duties as requested by the supervisor and person/s delegated by the NDOH
Qualifications
  • Medical qualification is a requirement as is registration with the Health Professions Council of South Africa as a medical doctor
  • Masters Degree or equivalent qualification, post-basic diploma or advanced degree in medicine, public health, or other relevant discipline will be an advantage
  • A minimum of 10-15+ years of experience in a relevant field (e.g. HIV programme management, public health or health system strengthening) in the public or private sector with increasing responsibilities
  • Knowledge of the National Strategic Plan for HIV interventions and strategies for treating HIV infection
  • Programme or project management experience, including programme design and execution as well as monitoring and evaluation
  • Strong strategic and problem-solving skills, including analytical and quantitative skills
  • Strong writer, facilitator and oral communicator able to explain complex concepts to a variety of audiences
  • Ability to work independently, self-motivated and propose new initiatives
  • Ability to handle multiple tasks simultaneously and quickly adapt to changing priorities
  • Full proficiency in Microsoft Word and PowerPoint, and working knowledge of Excel
  • Strong interpersonal skills and proven ability to build relationships in a multicultural environment
  • Excellent verbal, written interpersonal and presentation skills in English
