Org. Setting and Reporting

This position is located in the United Nations Integrated Stabilization Mission in Mali, with duty station Bamako. The incumbent reports directly to the Chief Rations Unit or his/her designate.

Responsibilities

Within delegated authority, the incumbent at this level will be responsible for the following duties:

•Assists the Chief, Rations Unit in the management of the effective supply of rations and other food-related services to the Mission under supply contracts which include, but are not limited to: canned, dry, fresh and frozen rations, bottled water, prepared food, combat ration packs (CRP), cafeteria services, catering and warehousing services;
•Maintains accurate allocation and control of all equipment and stores received (CRPs and Bottled Water), stored and distributed by the mission.
•Ensures that rations requisitions and Food Orders are properly prepared and reviewed such that they are issued and replenished in a timely and coordinated manner to ensure reliable flow of rations for the mission.
•Monitors and analyzes rations contract performance to ensure compliance with contract terms, schedules and cost objectives;
•Designs, develops and updates relevant software for tracking, reconciliation, and costing purposes.
•Manages field supply delivery operations.
•Verify invoice, generate Good Receipt Report (GRR) and create Service Entry Sheet in Umoja.
•Provide guidance to or supervise new/junior staff.
•Initiates actions leading to procurement, maintenance and disposal of items.
•Establishes and/or reviews mission requirements and initiates actions to fulfill and control these requirements.
•Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
•Analyzes problems, audit and performance reports on mission activities and provides remedial action programmes where required.
• Ensure food rations supplied by the contractor meets UN Food rations Standard (UNSTD) and Food Safety Management Manual.
• Prepare the Quality Assurance Surveillance Plan and monitor Quality Control and Quality Assurance of all rations issued to the contingents
• Verify all shipping documents submitted by the contractor in advance to confirm that all food imported for mission are compliant to contract in conformity to UNSTD.
• Conduct warehouse audit, identify nonconformity, prepare report and follow up for corrective action.
•Reviews, prepares, defends supply related Headquarters Committee on Contracts (HCC) cases and initiates action to fulfill and control these requirements.
•Support and implement as required, the establishment of Electronic Rations Management System for the Missions;
•Performs other duties as required.

Meets timeline for delivery of products or services to client.

Education

High School diploma is required. A combination of technical school in food sciences, business administration, logistics operations, procurement, food industry, catering service or supply chain management is desirable

The minimum years of relevant experience is reduced to five years for candidates who possess a first level university degree.

Work Experience

A minimum of ten years of progressively responsible experience covering at least two (2) areas in (a) food rations operations, (b) rations quality management, (c) rations supply chain management, (d) rations budget and invoice management (e) catering services including at least two years of supervisory experience is required.

At least two years of experience in managing rations operations military or police contingents is required

Certification in food safety management: HACCP or ISO-22000 or any other certification on food safety or quality management is required.

Experience in managing support services in a complex operational setting is desirable

Training in an electronic rations management system is desirable.

Languages

English and French are the working languages of the UN Secretariat. For this post, fluency in English (both oral and written) is required; Knowledge of French is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
