POSITION: Consultant SPMU Team Leader (One Vacancy)
Location: Bodoland Territorial Council (BTC), Kokrajhar, Assam.

1. ORGANISATION BACKGROUND:

Bharat Rural Livelihoods Foundation (BRLF) is an independent organisation initiated by the Government of India (GOI) under the Societies Registration Act. The organisation facilitates civil society action in partnership with the Central and State Governments to transform the livelihoods and lives of rural households, emphasising women, particularly in the Central Indian Tribal Region and North East Region of India.

BRLF fosters civil society action in partnership with the Government to transform the livelihoods and lives of people across India. The organisation focuses on the regeneration of natural resources, increase and harvesting of water for irrigation, promotion of livelihoods, including livestock and off-farm livelihoods, and financial inclusion of women-led SHGs, to transform the lives of the rural poor.

BRLF emphasises the creation of powerful grassroots institutions led by women to lead interventions aimed at the poor. The organisation works actively through grassroots CSOs, with communities on the ground to reduce the gap between program outlays made by the government and corporations. Program outcomes are achieved by strengthening democratic institutions at the grassroots, improving the quality of program implementation, and scaling-up successful Livelihood intervention models so that the poor, particularly tribal households, can escape poverty and deprivation.

ABOUT Bodoland Livelihood Development Project, BTC, Assam,

Bharat Rural Livelihoods Foundation (BRLF) and Bodoland Territorial Council (BTC) signed an MoU on 30th June 2022 to implement a high-impact project on “Transforming Lives and Livelihoods in Bodoland” in the Bodoland Territorial Region of Assam. In the initial phase, BRLF will target 40000 STs and Adivasis households in the project area. The implementation strategy of this proposed project envisages that CSOs will provide facilitation support to the Gram Panchayats and front-line Government functionaries for participatory planning and provide onsite technical support for better implementation of the planned interventions. The targeted households' physical work and input support would be managed by leveraging financial resources from Government flagship schemes like MGNREGA and other line departments working under BTR.
BRLF will support through monitoring and evaluating the CSO partner's performance as per project targets and deliverables. This will be ensured by setting up a “State Level Project Management Unit” (SPMU). The SPMU is expected to perform nodal roles by setting up a cell, which will closely work with the State MGNREGS Cell for effective and efficient system development for the State and CSOs. The interface with the State, engagement and coordination with various HR and experts will be integrated within its norms and processes. At the same time, SPMU will continue to play the role of Project lead to build the capacities of CSOs partners and facilitate the capacity-building plan and implementation for the PRI and government functionaries. In addition, it implements the project deliverables through its own eight field teams through strong monitoring and evaluation system.
3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Sr. Program Officer and Technical Advisor, BRLF, the Team Leader shall be responsible for the following.

Key Job Responsibilities:
(1) Manage the overall functioning of the SPMU and provide support and mentorship to CSO partners; Also provide support to the BTC MGNREGA State Cell and Government line departments for the smooth implementation of the project;
(2) Develop and design program implementation processes, policy guidelines, capacity-building modules, community-based institutional frameworks, and project MIS framework for online project management using an MIS tool;
(3) Conduct regular meetings with implementing partners and district and block officers for the smooth implementation of the project;
(4) Extend necessary, field-based backstopping support, capacity-building, mentoring, and technical handholding, to all CSO partners working in allocated blocks, to accomplish project deliverables;
(5) Conduct training and capacity-building events for CSO staff, to promote a common understanding of the project. Also, training of staff of all CSO partners, to facilitate the smooth implementation of the project;
(6) Prepare a template for annual planning and budgeting at all levels; Develop and launch a Monitoring, Evaluation, and Learning (MEL) system for the project; Develop reporting and documentation formats and a system for knowledge management;
(7) Recommend actions by the MGNREGA State Cell to implement the project effectively;
(8) Participate in state-level meetings to ensure the engagement and proper functioning of different committees; Obtain support from the MGNREGA and other State Departments to leverage and ensure convergence with different Govt. Schemes aligned with the project;
(9) Develop IEC material to be shared by the BRLF for the project; The CON-TL shall procure equipment and accessories for the State Programme Secretariat and take responsibility for the custody and proper use of the same;
(10) Generate and submit project-level reports to BRLF and the State Government.
(11) Lead and facilitate all stakeholders in organising periodic Project Steering Committee meetings;
(12) Ensure close collaboration and coordination with other team members deployed in the SPMU and Project Region and assist them in achieving project deliverables and milestones;
(13) Guide SPMU team members in developing annual and monthly plans. Periodically review the progress of plans through team meetings and ensure the proper performance of the team;
(14) Ensure good networking and liaising with government and non-government institutions to obtain training funds, provide technical assistance, etc.;
(15) Willingness to travel frequently within and outside the states to fulfil the project's needs and complete all tasks assigned by BRLF management.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
Applicants must be Graduates or Post-Graduates in Rural Development/ Watershed/ Social Science/ Agriculture Engineering, from reputed institutions.

Experience:
A minimum of 10 - 15 years of experience in a relevant field of natural resource management and Livelihood development, along with the ability to engage with CSOs management and as well as engagement with State Government.

Essential Skills and Competencies:
(1) Good communication and writing skills in English and Hindi;
(2) Ability to work in a multi-cultural/ multi-disciplinary team;
(3) Ability to multi-task and work well in such a team;
(4) Willing to travel.
(5) Language: Bodo, Assamese, and Bengali.

5. COMPENSATION OFFERED:

The remuneration package budgeted for the position is between INR 1 lac to INR 1.2 lac per month. The offer to the selected candidate shall be commensurate with the qualifications, experience, and salary history.
