Climate Change and Disaster Risk Reduction and Management Specialist

Organizational Setting

For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.

In 2016, the Bureau of Fisheries and Aquatic Resources’ (BFAR) crafted the Climate Change-Disaster Risk Reduction (CC-DRRM) Strategic Framework and Action Plan. It established a Technical Working Group (TWG) and a Command Action Center (CAC) under Fisheries Office Order 250 in the same year. The TWG and CAC are responsible for the implementation of the Republic Act No. 9729 (Climate Change Act of 2009) and Republic Act No. 10121 (Philippine Disaster Risk Reduction and Management Act of 2010), their Implementing Rules and Regulations (IRR) as well as the Bureau’s CC-DRRM Action Plan. The TWG is further mandated to develop the CC-DRRM Manual of Operations which includes among others, the prevention, mitigation and preparedness measures/plans and the response and recovery mechanisms for major types of disasters (5W1H) for natural disasters like typhoons, earthquake and volcanic eruptions and man-induced disasters like fish kill, oil spill, mine tailings, massive pest infestations, and others. The manual shall guide the Bureau in implementing climate change adaptation and mitigation measures and disaster risk reduction and management in the Philippine’s fisheries and aquaculture sector. The development of the CCAM-DRRM Manual of Operation will be spearheaded by BFAR in partnership with the Food and Agriculture Organization (FAO) of the United Nations under the Government Cooperative Programme (GCP/GLO/352/NOR) “Responsible use of fisheries and aquaculture resources for sustainable development”.

Reporting Lines

The Climate Change and Disaster Risk Reduction and Management Specialist will be under the overall guidance of the FAO Representative and the Assistant FAO Representative (Programme), and the supervision of the Environment and Natural Resource Sustainable Management Sub-Group Leader.

Technical Focus

The Climate Change and Disaster Risk Reduction and Management Specialist will deliver high level of expertise and technical assistance to BFAR’s TWG in the conceptualization, design, preparation, and formulation of CCAM-DRRM Manual of Operation.

Tasks and responsibilities

The incumbent will carry out the following tasks:

• Review and assess the Bureau’s CC-DRRM Strategic Framework;
• Participate in the various consultations and meetings for the crafting and finalization of the CCAM-DRRM Manual of Operation;
• Lead the formulation of CCAM-DRRM Policy and Operational Organization
• Review, consolidate, and process relevant information and project outputs to integrate in the crafting and finalization of the CCAM-DRRM Manual of Operation;
• Serve as the technical writer and editor to craft and finalize the CCAM-DRRM Manual of Operation;
• Prepare, edit, package and finalize the agreed upon updated content and structure of the CCAM-DRRM Manual of Operation document prior to publication;
• Design, plan, and facilitate trainings/workshops on enhancing CCAM-DRRM system of BFAR;
• Participate in related project activities of GCP/GLO/352/NOR as requested;
• Carry out other relevant duties within his/her technical competence as requested by FAO Representative;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced Degree in fisheries, agriculture, environment, communications, social sciences, or other related fields;
• At least seven (7) years experience in technical writing, copy-editing, and/or fact-checking;
• Working knowledge of English and Tagalog;
• National or a Resident of the Philippines
