Diakonia is a Swedish non-profit and non-political organisation for international development cooperation and humanitarian assistance, operating on feminist principles. We are looking to appoint a ‘Project Officer’  as part of our Sri Lanka Country Office Team, who will coordinate a project funded by the Delegation of the European Union (EU) to Sri Lanka with Diakonia as the Lead Applicant and two National Level Organisations as Co-Applicants. The work implies travelling inside the country and occasionally abroad. The Project Officer and Finance and Administration Assistant will be part of a dynamic team and will be required to work according to, comply with, and uphold the principles, values, and policies of Diakonia and the EU.

Major Responsibilities

  • Coordinate programmatic and administrative support for planning, implementing, and managing project related activities within Diakonia to achieve the objectives of the project in a timely manner.
  • Liaise with and support the Co-Applicants of the project to plan, implement, and manage the project activities. Ensure regular follow-up of project activities with the Co-Applicants.
  • Coordinate with and support the Programme Officer at Diakonia to facilitate effective implementation of the project.
  • Ensure that the project is planned, implemented, and managed with special consideration for gender, environment, and conflict sensitivity, by Diakonia and the Co-Applicants.
  • Initiate and maintain partnerships with human rights defenders, civil society organisations, policy makers, and other stakeholders for project-related activities.
  • Organise, facilitate, and moderate discussions, symposiums, and policy dialogues with wide spectrum of stakeholders.
  • Monitor, evaluate, and report on the activities and outcome of the project conducted in accordance with rights-based approaches. Prepare project documents, reports, and evaluations as per requirements.
  • Collate information related to the project and ensure systematic information management and development of communication material.
  • Quality assurance of contractual obligations and compliances of Diakonia and the Co-Applicants.
  • Frequently undertake extensive field visits for monitoring and evaluation of project activities.
  • Coordinate procurement of services from potential consultants and service providers in line with relevant guidelines.
  • Any other relevant tasks assigned by the Programme Officer and Country Director.

 

Qualifications and Experience

  • Minimum bachelor’s degree or equivalent within any of the areas of Development Studies.
  • At least two years’ experience working with projects funded by the EU at NGOs and/or INGOs.
  • Hands-on experience in planning, implementing, monitoring, and overseeing national level projects.
  • Experience in working with human rights defenders, civil society actors, and policy makers.
  • Working knowledge and experience of gender justice, democratic principles, resilience and peace building, and civil society strengthening.
  • Experience in feminist principle based operations is an added value.
