Located in the Sahel region of Africa, Chad is grappling with regional refugee crises in addition to seasonal droughts and flooding that destroy crops and threaten millions of people with hunger. For more than a decade, Chad has been a home to refugees. In 2004, hundreds of thousands of Sudanese refugees from Darfur poured into eastern Chad, where many remain more than a dozen years later. Due to escalating conflict in the neighboring Central African Republic, thousands have fled to southern Chad. In addition, the humanitarian situation in the Lake basin region has been deteriorating since the outbreak of violence in northern Nigeria in January 2015, which caused thousands of displaced people. Incursions and attacks by Boko Haram group continue to ravage the Lac province, resulting in internal displacement. People are also moving as they are affected by floods in the province. 
 
The IRC started operations in Chad in 2004 to respond to the humanitarian crisis caused by the influx of refugees from Darfur to eastern Chad, with intervention in the Ouré Cassoni refugee camp. Assistance to Sudanese refugees has now expanded to manage the eleven camps in the East and one camp in the West with assistance to refugees and local communities in health, nutrition, water, hygiene, and sanitation. In 2012, IRC expanded its geographic coverage in the Guéra region to respond to drought and food insecurity. IRC is currently working in five health districts Mongo, Mangalmé, Melfi, Bitkine, and Baro, providing prevention and treatment of malnutrition to the local population. In May 2016, IRC opened an office in the Lac Region to respond to the Boko Haram crisis. IRC implements assistance projects in health, nutrition as well as protection and response to gender-based violence. 
 
In its 2015-2020 Strategic Action Plan, IRC Chad is committed to providing essential humanitarian services in health, nutrition, and protection / Gender Based Violence while improving the economic well-being and building the resilience of beneficiaries, especially women and girls. IRC Chad will continue to work with and closely support states actors/ Ministries for key areas of intervention so that IRC's actions fit into national policies to ensure better ownership of actions taken towards. Building on this work over the years, the IRC Chad has committed to ensuring access to quality health care, sexual, mental and reproductive health care, more specifically to prevent unintended pregnancy and protect and treat them for complications of pregnancy and childbirth. IRC Chad has also committed to protect from and treat women and girls for the consequences of Gender-Based Violence (GBV). Furthermore, to better respond to the needs of our clients, IRC proposes projects integrating different sectors and various approaches. IRC has committed to working in consortium with local and international partners and local authorities to assure sustainability of our actions. 
 
Job Overview:  
The Grants Manager will provide grant management, business development and reporting support across the country office’s portfolio. The grants manager will work closely with program, M&E, finance, operations and senior management team (SMT) staff to ensure quality management of both pre and post award grants functions. The grants manager will support donor compliance, timely reporting, high quality proposal development, project document filing and project monitoring. The position holder will be supervised by the Grants Coordinator and will work closely with other grants and budget analyst managers. 
 
Major responsibilities
 
The Grants Manager will be in charge of the overall donors activities and elaboration of donors documents in order to ensure the quality of relationship with donors and the respect of reporting deadlines With a core function of providing analysis and oversight to ensure compliance with grant specific requirements, this position will also provide specialized assistance in other dimensions of the project management cycle, including:

Documentation of results and reporting, including preparing and/or reviewing information and reports for internal and external stakeholders
 
Specific responsibilities:
 
Grants Management & Compliance:
With the support of the Grants Coordinator, coordinate the development of quality proposals and narrative reports with relevant teams, including acting as lead writer when necessary.
Liaise with HQ units (Regional Unit, Awards Management Unit, Technical Units) to ensure proposals meet internal standards and are responsive to donor requirements.
Collaborate with the grants and the partnerships team
Support program staff to assess funding opportunities in line with IRC Chad’s strategic objectives and the local context, advising on these as required.
Work with program and project coordinators and managers to coordinate the timely development of high quality new funding proposals and reports.
Monitor and support the use of grant/project management tools such as the FM01, BvA, Project Cycle Meetings, and OTIS to ensure accurate tracking of opportunities, reporting and programmatic adjustments through the project life cycle.
Provide technical guidance on IRC and donor regulations to ensure compliance across IRC Chad, proactively raising and resolving issues.
Manage all reporting deadlines, and coordinate and consolidate reports as necessary to ensure documents are of the highest quality and in line with donor requirements.
Act as a focal point for HQ grants administration and compliance colleagues, including maintaining submissions on IRC’s online opportunity management tracking system (OTIS).
Contribute proactively to Project Cycle Meetings in collaboration with relevant project leads to ensure timely, quality implementation of project.
Perform other duties as may be assigned by the Grants Coordinator and Senior Management Team.
 
Information management 
Act as custodian of documentation of institutional knowledge and program activities in coordination with relevant sector supervisors and coordinators. 
Maintain comprehensive electronic files for programs and ensure IRC colleagues have access to relevant records and information.
 
Donor relations and communications
Liaise with donors and potential donors, and other operational partners, including through attendance at meetings, and representing IRC and IRC’s interests by maintaining positive and constructive relations.
In coordination with relevant colleagues, respond to requests from donors for compliance information and respond to donor compliance questions as needed.
Ensure that relevant staff members are aware of all donor communications, changes in regulations, and meetings or events.
Support on the development of program updates/communications for external circulation 
Facilitate and participate in donor visits and/or meetings. 
 
Job Requirements:
 
Education:  
Bachelor’s degree in relevant field and applicable experience in nonprofit governance, administration, grants management, including BD and compliance
 
Work Experience: 
2/3 years of experience in a grant management role, preferably with an NGO
Prior grants management experience and familiarity with USG (USAID/BHA, BPRM), European (AFD, ECHO, SIDA, DG INTPA, GFFO), and UN (UNHCR, WFP, UNICEF) donor regulations, procedures and requirements
Experience working in a multi-cultural setting and preferably in Africa
Ability to work in unstable security environments
 
Demonstrated Technical Skills: 
Demonstrated experience with coordinating development of reports from institutional and private donors;
Working knowledge of budget development and management
 
Languages Required/Preferred:  
Fluency in French and proficiency in English, spoken and written
 
Computer/Other Requirements: 
Proficiency with Windows, Microsoft Office
Flexibility to adapt to changing requirements and circumstances
Excellent oral and written communications skills and demonstrated ability to produce and edit documents under deadline pressure
Strong organizational, time management and analytical skills
Aptitude to adapt to a different context regarding security, culture, climate or health issues

Working Environment: The Grants manager will be based in Ndjamena. Strict adherence to security guidelines is requested of all IRC staff.
