Background

The role of the HSS Technical Assistant is to assist the HSS Coordinator and Area Manager, in conducting all Health Safety and Security (HSS) related tasks at Area Office (AO) level, including Field Offices (FO) and newly identified areas of operation.

  1. Role and responsibilities

Generic responsibilities

  1. Participate and assist in the production of all HSS related documents for AO and FO
  2. Assist in the management and development of security staff in country
  3. Assist in the production of Security Risk Assessments at AO and FO levels
  4. Assist in the production of Area Security Reports
  5. Assist in the control of area security packs
  6. Assist in the updating of all relevant HSS documents at AO and FO level
  7. Prepare reports as required
  8. Conduct physical verifications or all HSS related equipment
  9. Support AO and FO as required during leave and high intensity operations
  10. Compliance and adherence to NRC policies, guidance and procedures

Specific responsibilities

  1. Assist in the production of the area weekly/daily security report
  2. Control and inspect all HSS equipment that has been procured/distributed at Area level
  3. Participate in the production of Rapid Security Risk Assessments
  4. Participate in the production of full Security Risk Assessments inclusive workshops
  5. Control and inspect all medical equipment issued at area level
  6. Participate in the training of staff on HSS topics
  7. Update and control the online security package for AO and FO staff
  8. Update and control the content of the AO and FO online files
  9. Participate in capacity building as directed by the Field Office Coordinator and the HSS Coordinator to maintain an in-house capacity on HSS related trainings
  10. Produce timely and accurate training reports based on HSS training conducted in country
  11. Participate in internal security audits as instructed by HSS Coordinator and HSS Manager
  12. Regularly oversee and control the security briefing protocols for AO and FO
  13. Manage and monitor movements

Conduct any other tasks as directed by the HSS Coordinator or Area Manager

2. Competencies

1. Professional competencies

Generic professional competencies:

  1. Minimum 2 years of work experience in a HSS related position
  2. Desirable experience in law enforcement or military
  3. Ability to liaise with law enforcement agencies, military organizations, and local administrations
  4. Ability to manage and prioritise a varied workload in a rapidly changing work environment
  5. Previous experience from working with documents that require verification and control
  6. Good coordination and control skills
  7. Background in implementation and training for HSS related work
  8. Fluency in Ukrainian and Russian, both written and verbal, and working knowledge of English is essential.

Context related skills, knowledge, and experience:

  1. Solid knowledge of situation in Ukraine
  2. Proficiency in office 365 and on-line related platforms
  3. Proficiency in Microsoft Office products with solid knowledge of Excel, Word, PowerPoint, and Outlook
  4. Knowledge about Geographic Information System (GIS) is an asset 
  5. Proficiency in the use of phone applications like WhatsApp
  6. Knowledge of radio communications is essential
  7. Experience as Duty Officer is a strong advantage
