This position is located in the Centres Operation Section (COS) of the Information Centre Services (ICS) in the Campaigns and Country Operations Division (CCOD) of the Department of Global Communications (DGC).
The incumbent of the post provides support to the overall human resources management of the Department along with budget support to more than 60 field offices in the global network of UN information centres (UNICs). The incumbent reports directly to the Executive Officer of DGC and is under the overall supervision of the Chief of ICS.
Within delegated authority, Chief, Centers Operation Section will be responsible for the following duties:
• Provides policy guidance and support on the overall human resources management at departmental level.
• Plans and oversees the management of activities undertaken by the Section; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Section, and, in liaison with other organizations of the United Nations System, donors and agencies as appropriate.
• Maintains a close working relationship with the UN Development Coordination Office (UNDCO) in respect to operational/administrative/human resource issues related to DGC field offices, especially in the context of the UN development system reform and the integration of UNICs and Resident Coordinator Offices (RCOs).
• Manages, supervises and carries out the work programme of the Section under his/her responsibility. Co-ordinates the work carried out by the Section; provides programmatic and substantive reviews of drafts prepared by others.
• Provides substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate.
• Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports. Provides advice and support to relevant intergovernmental and expert bodies in review of budget performance reports. Prepares and coordinates as required responses to audits.
• Ensures that the outputs produced by the Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
• Prepares inputs for the work programme of the ICS, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
• Carries out programmatic/administrative tasks necessary for the functioning of the ICS, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting. Oversees the review and finalization of budget performance reports; monitors variances between approved budgets and actual expenditures.
• Manages, guides, develops and trains staff under his/her supervision.
• Fosters teamwork and communication among staff in the Unit/Section and across organizational boundaries.
• Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues.
• Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or hold programmatic/substantive and organizational discussions with representatives of other institutions.
• Perform other related duties, as required.

Advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with two years qualifying experience may be accepted in lieu of the advanced university degree
A minimum of ten years of progressively responsible experience in administration, budget, finance, human resources management or related field is required.
Experience supporting complex, organization-wide activities related to personnel management and budget planning in the United Nations common system or a comparable international organization is required
Experience working with Enterprise Resources Planning (ERP) systems such as Umoja, SAP or similar is required.
Experience managing recruitment and performance evaluation issues using online talent management systems such as Inspira, PeopleSoft or similar is desirable.
Experience providing remote support to clients operating in multiple geographical locations and/or time zones is desirable.
Experience working in an office providing communications and public information support to a complex international organization is desirable.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of other official United Nations languages is desirable.Assessment
