Improperly managed healthcare waste (HCW) is a significant source of pollutants that adversely affect human health and the environment. The COVID-19 pandemic rapidly increased infectious HCW, which is now overwhelming waste treatment facilities. The Project for the Improvement of Infectious Waste Management in Southwest Asia (HCWM Project) will support national health agencies and key stakeholders to address the unprecedented rise in infectious health care waste in three project countries: Bangladesh, Bhutan and the Maldives
The HCWM Project, with the support from the Japan Government, aims to deliver sustainable, clean, and green solutions for health care waste management. The objective of the project is to address the development challenges of inadequate health care waste management of national and local government health care institutions, through innovative solutions, and capacity building. Specifically, the project will support key stakeholders in the three project countries to deploy locally appropriate health care waste management practices and technologies to help protect human health and minimize environmental and social impacts. Health care workers will receive training on properly treating and handling infectious waste. Health facilities will also be equipped with specialized health care waste disposal equipment and digital management systems for improved coordination. The project will also aim to contribute to South-South learning and the sharing of knowledge and good practices, between the project countries and across the region.
The HCWM Project is grounded in both the UNDP Strategic Plan 2022-2025 and the HIV and Health Strategy 2022-2025. The project will contribute towards three inter-related areas: reducing inequalities, promoting effective and inclusive governance, and building resilient and sustainable systems for health.
Key Duties and Accountabilities
Under supervision of the Regional Team Leader, HHD Asia-Pacific, the Regional Project Coordinator will provide essential support for the overall coordination and management of the HCWM Project; providing project planning and coordination support to ensure timely project delivery and contributing to enhanced collaboration and knowledge management. The Regional Project Coordinator will have the specific responsibilities outlined below.
Project planning, management and coordination
- Coordinate and prepare work annual and quarterly plans and budgets, plan and monitor activities, as determined in the project document
- Establish and implement systems for project planning, management and coordination, in consultation with UNDP Country Offices in the three project countries
- Monitor technical support needs and ensure high quality technical support to UNDP Country Offices and national partners
- Analyse, review and monitor activity development and implementation, with the aim of identifying and addressing problems, in close consultation with country Project Managers
- Coordinate the development of a monitoring and evaluation framework for the project
- Ensure high quality and timely reporting to donors and UNDP internal reporting mechanisms
- Lead in the preparation of Project Board meetings, including circulation of meeting minutes and work plans, and ensure follow-up on the implementation of Project Board decisions
- Provide advisory support in conducting project Mid-term reviews and terminal evaluations, and related processes, including reviewing and finalizing reports
- Provide support in establishing and implementing internal Standard Operating Procedures in line with bureau practices
- Coordinate communication and dissemination of knowledge products
Management and monitoring of project risks
- Lead in the management and monitoring of identified project risks that can affect the implementation and results of the project, including ensuring updates of the risk register and the undertaking of proposed mitigation measures by the risk owners
- Coordinate the conduct, and ensure completion, of all required assessments, in collaboration with UNDP Country Offices in the project countries
- Monitor and alert UNDP Country Offices of new risks that may emerge during project implementation, and coordinate the management and monitoring of such risks, in coordination with the country project managers
- Assess and analyse developments in health care waste management or greening of the health sector, with a view to identifying risks and/or opportunities for effective project implementation
Support procurement of goods and services
- Provide oversight of overall project administration and procurement management
- Guide and coordinate the preparation of procurement plans, in close consultation with UNDP procurement teams at BRH, Copenhagen and Kuala Lumpur
- Lead in the recruitment of international consultants and technical experts to facilitate provision of high quality technical support to UNDP Country Offices and national partners
Contribute to financial management
- Ensure effective and accurate programme resource management, monitor expenditures, including the allocation and disbursement of funds in accordance with UNDP financial rules, donor agreements, and cost-recovery policies
- Implement adequate internal control, coordinate country allocations and/or HACT transfers, payments and reporting in line with HACT policy
- Monitor financial expenditures against project budgets, undertake regular expense review, identifying issues and taking remedial actions, follow-up on periodic and annual closure exercises
- Coordinate financial assurance activities such as field verifications, spot check and/or audit exercises and ensure implementation of recommendations as per audit policies
Required Skills and Experience
Education:
- Master’s Degree or equivalent in Public Health, Environmental Science, Public Administration, Social Sciences or related field
- Project management certification (e.g. PRINCE 2, PMP, etc.) is an asset
Experience:
- Minimum 5 years of relevant experience at the national and/or regional level in project/programme management and coordination, results-based management, M&E and donor reporting
- Minimum 3 years’ experience working in Asia and the Pacific in the health and development context, including on health systems strengthening, health and environment, climate and disaster risks is an asset.
- Knowledge and experience of project management and coordination at UNDP and/or other UN agencies is an advantage
- Knowledge of UNDP’s Social and Environmental Screening Procedure (SESP) or similar is an advantage
- Experience in the usage of computers and office software packages, including experience in handling of web-based management systems
Language requirements
- Excellent oral and written communication skills in English is required
