General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure 

 

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are: 

  • First-level university degree in political sciences, international relations, public policy, law, international human rights law or other human rights related fields
  • Experience working with human rights, minority or gender issues
  • Demonstrable organizational, analytical, communication and interpersonal skills
  • Experience in drafting reports

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

First-level university degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 

Mission Specific Requirements

Additionally, this particular post has specific requirements:


Mandatory:

  • First-level university degree in international human rights law, politics, sociology, or a related field;
  • Documented international field work experience in human rights, gender equality, non-discrimination, or a related field;
  • Proven experience in monitoring, reporting, policy-making and/or advocacy in the areas of human rights and gender equality;
  • Extensive knowledge of the main international human rights instruments such as but not limited to EU, CoE, UN, and other regional treaties/instruments;
  • Extensive international experience in gender mainstreaming;
  • Experience in training development and delivery on gender and human rights;
  • Experience in undertaking advocacy and drafting and implementing advocacy strategies;
  • Experience in developing research methodologies and analysing information from diverse sources;
  • Proven experience in project drafting and project management;
  • Strong analytical and problem-solving skills;
  • Professional fluency in the English language; ability to draft reports to a high standard of English;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different genders, and diverse political views, while maintaining impartiality and objectivity;
  • Cultural sensitivity and judgement;
  • Flexibility and ability to work under pressure and within limited time frames; and
  • Ability to operate Windows applications.

 

Desirable:

  • Knowledge of the regional political situation of the Mission area;
  • Previous work experience in the area of civil and political rights and/or economic, social, and cultural rights;
  • Knowledge of local languages.

 

Tasks and Responsibilities

Under the direct supervision of the Director of the Department of Human Rights and Communities and overall direction of the Mission Deputy Head of Mission – Mission Gender Focal Point, the successful candidate will be tasked with the following duties:

  1. Supporting the integration of gender mainstreaming into the monitoring, reporting, and project development of the Department of Human Rights and Communities;
  2. Providing gender training and other support on behalf of the Mission to partner institutions on gender mainstreaming strategies and programmes—in collaboration with the Mission Gender Advisor;
  3. Analysing the findings of Mission-wide monitoring of local- and government-level institutions in Kosovo, the implementation and effective application of legislation, policies and procedures with respect to gender equality and gender-based violence, and follows up on recommendations made in thematic reporting—in collaboration with the Mission Gender Advisor;
  4. Assisting in identifying gender equality related issues, analyses their implications and advises on departmental policies to achieve measured improvement in the performance of Kosovo institutions in promoting gender equality across various sectors pertinent to the work of the Department of Human Rights and Communities;
  5. Co-ordinating relevant internal Mission working groups, as assigned by Mission senior management;
  6. In collaboration with the Mission Gender Advisor drafts public and non-public reports on issues related to gender equality and gender-based violence;
  7. Developing methodologies regarding pro-active monitoring of selected gender equality issues in the field, in particular in the areas of thematic focus for the Department of Human Rights and Communities;
  8. Engaging in analysing data of qualitative and quantitative research, and drafting evidence-based findings, conclusions and recommendations;
  9. Consulting with the Department’s Sections to draw up and finalise an advocacy strategy, and assist in its implementation;
  10. Proposing, drafting and implementing projects aimed at improving the implementation of human rights standards of public institutions and at increasing public awareness of human rights;
  11. Supporting the implementation of monitoring programmes throughout the Mission area by providing expertise, guidance and training on issues of human rights;
  12. Liaising and co-ordinating with other international organizations of relevance for professional work;
  13. Performing other duties as assigned
