Community-Based Protection Assistant
Organizational Setting and Work Relationships
The Community-Based Protection Assistant is a member of the Protection Unit and may report to the Protection Officer, Community-Based Protection Officer, or another more senior staff member in the Protection Unit. Under the overall direction of the Protection Unit, and in coordination with other UNHCR staff, government, NGO partners and other stakeholders, the incumbent works directly with communities of concern to identify the risks they face and to leverage their capacities to protect themselves, their families and communities. S/he supports the application of community-based protection standards, operational procedures and practices in community-based protection delivery at the field level. To fulfil this role, the Community-Based Protection Assistant is required to spend a substantial percentage of the workday outside the office, building and maintaining networks within communities of persons of concern (PoC). The development and maintenance of constructive relationships with PoC that measurably impact and enhance protection planning, programming and results, form the core of the work of the incumbent. S/he also supports the designing of a community-based protection strategy by ensuring that it is based on consultation with PoC.

Duties
- Through relationships with PoC and network of partners, stay abreast of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to the protection team. Understand the perspectives, capacities, needs and resources of the PoC and advise the protection team accordingly, highlighting the specific protection needs of women and men, children, youth and older persons, persons with disabilities, marginalized groups.
- Support implementing and operational partners as well as displaced and local communities to develop community-owned activities to address, where applicable, the social, educational, psycho-social, cultural, health, organisational and livelihood concerns as well as child protection and prevention and response to GBV.
- Assist in working with host communities to involve national civil society groups in improving the protection of PoC.
- Assist in the analysis that identifies the capacities of communities of concern and risks they face.
- Support participatory assessments and ongoing consultation with PoC.
- Support communities in establishing representation and coordination structures.
- Ensure community understanding of UNHCR's commitment to deliver on accountability and quality assurance in its response.
- Collect data for monitoring of programmes and budgets from an AGD perspective.
- Draft and type routine correspondence, documents and reports and maintain up-to-date filing systems.
- Act as an interpreter in exchange of routine information, contribute to related liaison activities and respond directly to routine queries.
- Assist in the enforcement of participatory AGD sensitive analysis as an essential basis for all of UNHCR's work.
- Identify and recommend which individuals or groups to prioritize for counselling and field visits based on agreed criteria.
- Enforce compliance of implementing partners with global protection policies and standards of professional integrity in the delivery of protection services.

SO Kakuma covers two main areas of operation: Kakuma refugee camp and Kalobeyei integrated settlement. Kakuma is located in the North-
Western region of Kenya, about 720.4 Km from Nairobi. The camp was established in 1992. Total population of the camp is 219,000 registered
refugees and asylum seekers from 20 nationalities.
In line with the GCR and the MYMP Strategy, Kakuma operation focuses its strategy on further expanding the protection of refugees and promoting
solutions. In close collaboration with the government, UN Agencies including the WB/IFC and NGOs, the operation in Kakuma developed a major
initiative - Kalobeyei Integrated Socio-Economic Plan (KISEDP), which represents the main vehicle for operationalizing GCR in Kenya. Priority is
given to securing efficient and effective levels of core life-saving activities, expanding risk management and levels of accountability, enhancing
protection response and most notably adopting an area-based development approach for refugees and host communities, strengthening capacity of
national service providers, promoting access to sustainable livelihoods and education programmes, implementing efficient targeting mechanisms
shifting from blanket to targeted assistance, and expanding the community-based engagement strategy.
The Community-Based Protection Assistant is part of the Camp Protection Unit in the Operation, which is an integral part of the Protection team. The incumbent reports directly to the Community-Based Protection Officer. The Community-Based Assistant is expected to coordinate quality, timely and effective protection responses to the needs of populations of concern, identify and assess individual protection cases, provide counselling to persons of concern through regular assignment to UNHCR field posts at the camp.
The incumbent will be responsible for properly capturing protection data and contributing to UNHCR individual electronic case management
applications (proGres V4, Freshdesk, KASI etc.) S/he also ensures that persons of concern are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and partners.
Living and Working Conditions:
The current Security Level in the SRM Area 1A: Northern Rift Valley (Kakuma, Lodwar) is Moderate -3. All United Nations personnel must comply
with UNDSS procedures and recommendations during their assignment to Kakuma, Kenya. Thefts and burglary are the main incidents against UN
personnel.
Kakuma city is a non-family duty station with a hardship classified E, its living conditions are difficult, but the social climate is calm. The weather is
hot, dry, and sunny hence no heavy clothes would be recommended. Windy storms are common during the months of December and more
pronounced in January till March. UNHCR national staff can arrange their own accommodation or chose to reside in UNHCR Kakuma compound. Family members cannot reside or visit in the compound. The compound was constructed in 2001, houses were renovated several times and are in generally acceptable conditions.
All houses have basic amenities and internet is available. UNHCR compound also includes a cafeteria, a gym, and a secure running path. There is an airstrip in Kakuma with regular humanitarian flights to Nairobi by UNHAS. Nearest public airport is in Lodwar.
The medical facilities in Kakuma are limited. JMS clinic is available in UNHCR compound as well as several public hospitals in Kakuma town and
Kakuma camp. The yellow fever vaccine is compulsory and vaccination cards should be updated. Vaccinations against Meningococcal Meningitis
and Hepatitis A and B are also recommended. The basic drugs are available in pharmacies, but it is recommended to bring specific prescription
drugs.
Kakuma camp is close to UNHCR compound, Kalobeyei settlement is half an hour drive away. There are no security restrictions on working in the
camps. County authorities are located in Lawdar, some 2.5 hours away. The closest border crossing is Nadapal. Police escort is required for
UNHCR missions to Lodwar and Nadapal.
