This position is part of the UNOPS Executive Office, under the direct supervision of the Chief of Staff.
The Policy Advisor coordinates the development, revision and maintenance of UNOPS policy framework and policies. In particular, he/she is responsible to:
participate in UNOPS reforms and knowledge management processes from a policy perspective;
provide advice regarding the development, revision and maintenance of UNOPS policy framework and policies;
provide benchmarking analysis to ensure that UNOPS policy framework and policies are in line with the policy frameworks and policies of other United Nations and international best practices;
work closely with UNOPS units at HQ and in the field to ensure that UNOPS policy framework and policies are user-centric, performance-driven and based on a risk management approach;
provide advice and support in developing and drafting UNOPS policies;
review and clear draft policies to ensure that they meet UNOPS policy requirements before promulgation;
work with UNOPS communication and IT units to ensure that UNOPS policies are publicly available and published in a format so that UNOPS personnel, partners and any third party can access them easily, and so they can be updated on a regular basis, as need be, and in a transparent manner;
work closely with UNOPS units at HQ and in the field to ensure that the implementation of UNOPS policies is monitored and analyzed so that UNOPS policy framework and policies can be revised as need be and remain fit for purpose;
work on any other assignments as may be instructed by the Chief of Staff.

Advanced University degree (Master's or equivalent) preferably in international law, business or public administration, public policy or related area is required;
A first-level university degree in law (Bachelor’s or equivalent) from an accredited university in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of 7 years of professional experience in a programmatic, operational or administrative role; preferably in an international organization.
Experience in providing policy and corporate advice, as well as in providing support to develop and draft policies is required;
Experience working with the UN system is desirable.
Fluency in English, both written and verbal, required;
Knowledge of another UN language such as French and Spanish is an advantage.
