Peace and Security Cluster

The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners.  It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients.  The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

**Even though the position is home-based, the type of confract awarded (international or local) will be determined based on the incumbent's legal status in their country of residence.**

The PSC Information Management and Analytics Team (IMAT) is responsible for the provision of services intended to maximize the value and insight harnessed from data and information, thereby helping to enable our partners to deliver their global mandates in mitigating the threat and impact of explosive hazards as part of PSC’s mission.  The IMAT’s key functional areas are (1) data collection and management, (2) business intelligence and analytics, and (3) knowledge management.

A key IMAT initiative is the implementation of a global information management system for UNOPS’ partner UNMAS, which is focused on the digitalized work ows supporting the collection and analysis of high-quality and consistent data across eld programmes to facilitate decision-making and information sharing.

Functional Responsibilities

Under the supervision of the UNOPS PSC RQP Project Management Advisor, responsibilities of the incumbent include:

1.      Project Planning and Management

  • Lead the implementation of a Global Information Management System Project (Global IMS) for UNMAS field programmes as well as UNOPS PSC NY and UNMAS HQ.

  • Lead the development and incubation of programme level projects with coordination of field programme IM Officers.

  • Coordinate and lead business and scope analysis, gathering of requirements and documentation, preliminary system analysis, data cleansing and enrichment, migration, and change management initiatives.

  • Lead the planning, execution and monitoring of Project Management activities as directed by UNOPS PSC HQ.

  • Contribute to the tracking and reporting times and efforts invested on the assigned tasks by the wider IM Officer communities.

  • Coordinate multiple teams assignments for balancing of IM capacity against multiple client requirements.

2.      Business Intelligence and Data Analytics

  • Manage and maintain UNOPS PSC’s systems and information architecture using platforms and services such as Google Cloud Platform (including Cloud SQL, Big Query and Data Studio in particular), ArcGIS Enterprise (ArcGIS Pro, Operations Dashboard, Survey 123, Webapps, etc...), Google G-Suite, among others to facilitate sustainable and insightful information management solutions.

  • Manage the implementation of UNOPS knowledge management strategy, and design and develop system based support and solutions for PSC teams.

  • Facilitate the integration of Operational and Programme level BI systems to inform Planning & Prioritization.

  • Manage the development of various types of information and analytical products used within dashboards and ArcGIS web applications.

  • Translate business requirements into functional and technical requirements and products, working with multiple UN and non-UN stakeholders when needed.

  • Ensure efficient implementation of assigned programmes and activities, focused on system design, planning, and delivery of the UNMAS programmes global IMS, which is based on ArcGIS Enterprise, to facilitate digitized processes supporting the collection, storage and analysis of data.

  • Conduct training, workshops, and other capacity-building activities for UNOPS PSC personnel and relevant stakeholders on using information management, knowledge management, and analytics tools.

  • Produce timely and actionable information which helps drive business results and guide decision-making processes. Devise and promote effective analytic models and creative data visualization to derive actionable intelligence.

  • Provide advice to multiple Chiefs of Operations, IM Focal Points, Heads of Programmes, and other stakeholders on matters related to Business Intelligence and Business Analytics.

  • Provide leadership in developing, deploying, and managing mission support management's data collection and analytics-based reporting solutions to provide actionable intelligence to the mission senior management team and mission support unit and section chiefs. 

3.      Training and Technical Support

  • Assess Business Intelligence (BI) training needs; identify, design and coordinate the delivery of BI training programs to staff at all levels.

  • Provide end user training and documentation, as required.

  • Lead the creation of technical documentation.

  • Provide Technical workshops and seminars to IM focal points and partners.

4.       People management

  • Mentor and advise IM personnel in planning, execution and delivery of allocated projects, ensuring incorporation of best operational processes.

  • Support in recruitment, train, guide, empower and develop the IMAT team, with consideration for individual training and development needs. 

  • Promote teamwork, collaboration and diversity by providing the IMAT team with clear direction, objectives and guidance to enable them to perform their duties responsibly, effectively and efficiently.

 Perform other tasks and responsibilities relevant to the scope of work as assigned.

Education/Experience/Language requirements

Education
  • Advanced University degree (Master degree or equivalent) with 7 years of relevant experience; or 

  • A first level university degree (Bachelor degree) with 9 years of relevant experience.

Work Experience
  • Relevant experience is defined as experience in business intelligence and analysis, information management information technology, or business process re-engineering 

  • Experience with ArcGIS or other related GIS tools is required

  • Experience in the delivery of Business Intelligence solutions using Google Data Studio, ArcGIS Enterprise, Power BI, Tableau, or other modern analytic tools is required.

  • Experience in defining and documenting system requirements is desired

  • Experience in organizing and delivering training in the area of business intelligence is desired

Language
  • Fluency in English (reading, speaking, and writing) is required.
