Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security.

UN Women has been working with governments, UN partners and civil society through the region to support women’s participation and influence at all levels of decision making to prevent and resolve conflict and to address issues of extremism. Women across divides play a crucial role in mobilizing actors for inclusive peacebuilding through collective action and mediation at the formal and informal levels. Supporting them in mobilizing support and enhancing their voices can contribute to resuming and continuing peace dialogue in a more inclusive way.

UN Women’s Libya’s premise is that peacebuilding efforts, including political dialogues, conflict resolution and humanitarian efforts will be more effective and have higher chances of success if they are inclusive, responding to gendered experiences, needs, capacities and interests the Libyan women across their diversities, this includes supporting women’s participation in peace processes at all levels.

In addition, the programme is working to strengthen women’s political participation, ensure gender-responsive economic recovery, coordinate gender mainstreaming within the UNCT in Libya, integrate women’s needs into the current humanitarian response and ensure their full participation in the humanitarian consultations and processes. The program is aligned with the UN Strategic Development Cooperation Framework (UNSDCF 2023-2025).

UN Women Libya is seeking to hire a full-time translator to provide written translation services between the languages of English and Arabic to ensure qualitative translation of the programme/project’s knowledge products for further dissemination among beneficiaries, internal use, and publications.

Much of the work will revolve around translation of manuals, brochures and advocacy material aimed primarily at governments, donors, beneficiaries, among other stakeholders

Duties and Responsibilities

The translator will need to be committed to the UN Women mandate which focuses on promoting gender equality and the empowerment of women.

The translator will be a highly diligent person, discussing purpose and messages of a document to be translated with the supervisor prior to translation, referring any questions regarding purpose and messages to UN Women personnel and ensuring that purpose, content, and messages are clear in the language the document is translated into.

  • The translator will have pride in quality work, be reliable and meet deadlines;
  • Produce high-quality translation of documents from EN to AR and vice versa as specified in the deliverables;
  • Translating, editing, and proofreading full content, footnotes, and/ or endnotes, captions under photographs, tables, … etc;
  •  Research names of people, organizations, processes, etc. to ensure the accurate translation;
  •  Ensure content accuracy and detailed comparison of content, facts and figures, making sure there are no discrepancies in the meaning of the source manuscript;
  • Ensure Arabic and English languages excellence and proofreading, including excellent language, technical vocabulary ,syntax,;expression, and grammar as well as use of formal gender sensitive terminology;
  • Ensure confidentiality of the original texts and translated materials.
  • The translation submitted to UN Women under each assignment is the property of UN Women and cannot be submitted, distributed, or used by any other party, unless authorized.
  •  The translator is obligated to work within the required deadlines and be available to UN Women for comments and corrections;
  •  Work in close collaboration with UN Women Task Manager and ensure the translation services are up to expectations and professional    standards;
  •  Ensure quality check of translation; ensuring that no errors are left in the final text;
  •  Ensure final drafts are submitted ahead of time and revised as needed to meet UN Women expectations;
  • Editing, revising, and rewriting as needed and formatting to produce high quality, reader friendly, accessible, timely, results-based donor reports and other documents and materials aligned with UN Women’s established standards and formats, and in compliance;
  • Prepare specific report-related feedback to relevant UN Women officers for improvements of quality;
  • Translate from EN-AR AR-EN as requested any final products (modules/awareness tools, etc.) developed under different programmatic areas with high quality;
  • Submit final and formatted revision of any legal or policy related documents;

The consultant must be reasonably accessible by email and telephone (preferably mobile). The use of reliable, internet-based (WhatsApp, zoom, teams, email) is required.

Required Skills and Experience

Education

  • Bachelor’s degree in English language, literature, journalism, Law, or any other gender-related field with at least 5 years of experience; Master’s with 3 years’ experience preferred;
  • Certificate in translation an asset.

Experience

  • A minimum of 3 years’ relevant experience including translation either freelance or at an organization following master’s degree, or 5 years with an undergraduate degree is required;
  • Knowledge of UN terminology related to gender, women and human rights and law is required;
  • Familiarity with the Libyan context is an asset.

Language Requirements

  •  Fluency in Arabic;
  • Fluency in English;
  • Ability to translate to and from the two languages is required.

Evaluation Criteria

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Criteria 1:  Education (20 points)
  • Criteria 2:  Experience (20 points)
  • Criteria 3:  Languages (30 points)

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/(Bid of the Consultant) x 30;
  • Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
