The Organisation for Economic Co-operation and Development (OECD) is an international organisation comprised of 38 member countries, that works to build better policies for better lives. THE EXECUTIVE DIRECTORATE (EXD)
The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General. Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid. As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide compliance and risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all of our functions.
THE CONFERENCE, SECURITY AND INFRASTRUCTURE SERVICE (EXD/CSI)
Within the OECD's Executive Directorate (EXD), the Conference, Security and Infrastructure Service (EXD/CSI) is responsible in particular for the conference services, language services (interpretation and translation), safety and fire security of OECD staff, delegates and visitors and the management and operation of OECD buildings facilities in Paris and at OECD Centres abroad. Within EXD/CSI, the Buildings, Logistics and Services Division (BLS) is responsible for the management, smooth running and continuity of operations in the Organisation's technical infrastructures and buildings.
EXS/CSI/BLS is looking for a Workplace Project Manager to coordinate and supervise building refurbishment projects from the conceptual phase, through construction and the final acceptance of completed works, ensuring rigorous budget planning and management throughout.
The selected candidate will work under the supervision of the Head of Site Operations Management and in close collaboration with the Space Operations Management and Site maintenance units.
Main responsibilities
Programme analysis and project planning, coordination and execution
- Participate in the evaluation of investments necessary to ensure that OECD owned and rented real-estate is well preserved and aligned with the strategic and operational needs of the Organisation.
- Assist in the elaboration of an annual and multi-year programme of work and evaluate necessary work and budgets. Maintain and update the programme taking into account project implementation and available budgets.
- Participate in the development of strategies for optimising the use of space in "Activity Based Working" (ABW) or "New Way of Work" (NWOW) projects and deploy these strategies when implementing space planning/refurbishment projects.
- Plan and co-ordinate work programmes in collaboration with the Site Maintenance and Space Operations Management units, other EXD services and clients.
- Conduct feasibility studies and simulations to prepare and facilitate project implementation.
- Prepare and organise the design phase of assigned projects.
- Draft the technical and architectural specifications required for each project in collaboration with all internal and external stakeholders. Ensure that all required skill sets are well represented and integrated.
- Co-ordinate and oversee execution of works against the planning with external contractors (architects, engineers, sub-contractors), BLS technical teams, and other EXD services as required.
- Ensure regulatory requirements are respected (labour code, fire safety, health and safety, etc.) as well as the Organisation’s environmental standards.
- Provide regular project status updates, communicate with internal teams, clients and external contractors, and draft presentations for stakeholders and/or senior management as needed.
Administration
- Prepare technical and contractual documents for consultations and calls for tender. Participate in consultations with companies and analyse bids using the recommendations from the Procurement service.
- Participate in the selection process of contractors and draft explanatory notes for the Procurement Board. Assist with the preparation of contracts and acquiring of official permits.
- Manage framework contracts, draw up purchase orders and service orders, produce site inspection reports, approve external contractors’ authorisations and certifications, and validate suppliers’ invoices.
- Validate the reception of goods and services and contribute to the formal acceptance procedure of works carried out by contractors. Manage contractual guarantees, reports from offices, and the lifting of minor reserves. Ensure that the records of executed works are properly constituted to guarantee efficient maintenance.
- Assist in budget management, including the development of forecasts and the tracking of expenditure.
- Provide statistics and contribute to the monitoring and updating of operational key performance indicators (KPI) of the Division.
- Contribute, when appropriate, to other horizontal activities in which the Division is involved.
Ideal candidate profile
Academic Background
- University degree preferably in architecture or engineering or a comparable field or equivalent professional experience.
Professional Background
- At least five years professional experience in the planning, supervision and management of both small and large building projects (interior and/or exterior), preferably within larger organisations/corporations.
- Experience managing projects for innovative, flexible, agile workplaces, or implementing the concepts currently known as Activity Based Work (ABW), or similar workplace concepts.
- Experience managing multiple, simultaneous and complex projects involving clients and diverse stakeholders under tight deadlines.
- Experience drafting technical and administrative documents and analytical reports; experience in architectural design and good drawing skills would be an advantage.
- Experience managing contracts and budgets with rigorous attention to detail and value for money.
- Professional experience in a multi-cultural environment would be an advantage.
Tools
- Good knowledge of the Microsoft Office suite (Word, Excel, Outlook, PowerPoint) and ability to rapidly master the software used by the Organisation.
- Excellent proficiency in project management and computerised property tools.
- Very good knowledge of office space management software like AutoCAD would be an advantage.
Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of, or willingness to learn the other.

Contract Duration
- Two-year fixed term contract with possibility of renewal.
- Monthly base salary starting from EUR 5 136, plus allowances based on eligibility, exempt of French income tax.
