PROJECT LOCATION AND SUMMARY

Médecins Sans Frontières (MSF) / Doctors Without Borders India (DWBI) is humanitarian medical aid organization working in more than 70 countries worldwide. Médecins Sans Frontiers is neutral, impartial, independent, and not linked to any political party or governmental body. Our teams provide emergency medical assistance to people in need, irrespective of their nationality, race or religion. In 1999 MSF was awarded the Nobel Peace Prize as recognition for its medical work in several continents.

Doctors without Borders India is set up a short term response in southern Mizoram state to assist the local communities with mobile medical clinics, mental health support, health promotion, water and sanitation support and NFI distributions. The response aims at supporting local populations as well as those who have been temporarily displaced to India following the conflict in Chin State, Myanmar.

Purpose of Post:

Defining, coordinating and monitoring the medical activities under his/her responsibility according to DWBI protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population.

Accountabilities:

• Coordinating, assessing and supervising the proper functioning of the medical activities (HIV, TB STIs, SGBV, etc.), according to DWBI protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
• Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service
• Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers ...) are carried out correctly and according to DWBI procedures.
• Ensuring an efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
• Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...). Participating in shifts and replaces a doctor, if necessary
• Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required
• Participating in the monthly reports according to guidelines (i.e., Sit-Reps, medical statistical reports, etc.)

DWBI Section/Context Specific Accountabilities:

Mizoram Project Context:

Mizoram Project started as a basic emergency service to the Displaced Population (DP) of Myanmar in June 2022. By time the services of DWBI have grown into a more structed project from Jan 2023.
The refuge settlement are prominently in three districts, Champhai, Lawngtlai, and Siaha.

DWBI also support the access to medical care, including mental heath, for these displaced population living in various camps spread around across the three districts. DWBI also supports Watsan, and other basic logistic needs of the displaced Myanmar population.

Approximately 20,000 Displaced Population around the bordering Mizoram districts.

Project specific accountabilities:

The Clinic:
• Supervise and monitor the DWBI Zokhawthar (ZKT) Clinic with basic Emergency, OPD, ANC/PNC, SGBV, MHPSS, Lab, Pharmacy and Infection control and prevention activities
• Take responsibility for making secondary referrals according to the DWBI Referral Criteria and inform the PMR
• Ensure adherence to the DWBI protocols and Ministry of Health guidelines
• Plan for training and coaching for the Medical Doctor (MD) and the medical staff as part of the Continued Medical Education (CME)
• Fill in gaps in the absence of MD
• Inform any medical incidents in the clinics immediately, provide incident reports accordingly, to the
PMR
• Monitor medical data in the clinic and of other medical activities in Champhai, compile, and do analysis for the project´s medical activity report/ Sitrep monthly or as necessary
• Supervise the medical activities of the MD, Nurse Supervisor, Data Supervisor, Lab Tech, and Medical Interpreter
• Hold weekly meetings with the medical staff of the clinic and share minutes with the PMR and Project Coordinator (PC), and follow through the actions accordingly
• Make weekly Clinic Reports and submit to the PMR

The Camps :
• To periodically travel to the camps in Champhai District, along with the medical team and related staff
• To keep in place active surveillance on the Communicable Diseases, outbreaks, and NonCommunicable Diseases and share information with the PMR
• To remain vigilant on any medical needs across the border and share information accordingly to the PC
• To actively conduct Rapid Health Assessments (RHA) of newly displaced population, whenever required
• To provide input to the Nurse supervisor’s weekly report on the medical needs, influx and deflux of the displace population of Myanmar

Others:
• Responsible for national staff health and the necessary processes
• To remain vigilant in networking and interactions with other related actors, along with the PC
• To be willing to work in a relatively remote setting
• To remain flexible in other appointed works accordingly

Requirements :

Education : Medical doctor. Desirable specialization or training in Tropical Medicine, ER, or related studies

Experience: Essential 2 year working experience related to the diploma/degree and previous experience in DWBI in the field

Languages : Essential – English, local language – Mizo, Lai desirable

Knowledge : Essential computer literacy (word, excel and internet)
