The United Nations World Food Programme (WFP) Supply Chain Division (SCO), with over 5000 trucks, 50 ships and close to 100 planes on the move every single day in over 120 countries and territories, together with its partners, operates a global network to deliver life-saving food assistance to the most hard-to reach places.

The mission of WFP is to end global hunger. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

JOB PURPOSE

Several factors (climate change, pandemics, conflicts, etc.) are exacerbating human suffering, damaging livelihoods, ecosystems and resources availability. Humanitarian actors are responsible to embed sustainability in their interventions both in terms of reducing possible collateral damages (e.g. COs emissions, damage to ecosystems, increase of social tensions), and increasing the resilience of the supply systems to such stressing factors, to maintain the ability to deliver at the right time and place. Enhancing resilience of WFP supply chain to climate and other stressors is essential to ensure the organization can continue to deliver on its mandate. WFP supply chain should be able to anticipate, adapt and react to crises, making strategic and informed decisions.

Under the supervision of the Supply Chain Officer, the incumbent will analyse and research work related to enhancing resilience and sustainability of supply chain. The incumbent will look also at biorisk preparedness as part of the resilience spectrum of interventions. The output of the assignment will feed into SCOE overall objective to design WFP Supply Chain strategy for 2030 and beyond. 

KEY ACCOUNTABILITIES (not all-inclusive)

1. Identify and establish relationship with key internal and external stakeholders who are owner of data and analyses in various areas of interest such as climate change patterns, supply chain routes and crop patters. Build productive partnerships and collaborate with counterparts to share knowledge and resources; build capacity; ensure an integrated supply chain approach to food assistance and cross-functional operational alignment;
2. Support the analysis to identify expected gaps and challenges posed by megatrends (e.g. climate change, pandemics, conflicts) and their impact on global WFP supply chain;
3. Conduct in depth research on trends and solutions to enhance supply chain resilience, and how these can be applied to WFP operations;
4. Produce clear and concise analysis documents outlining the conclusions of the research and proposed way forward for solution implementation;
5. Support the work of the greening vertical when required, especially (but not only) for the areas that ties into the resilience work;
6. Participate in the development, update and implementation of supply chain policies, guidelines, plans and procedures, in line with the global WFP supply chain strategy and regional/functional strategies, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.
7. Analyze regional/country context, to proactively mitigate and/or address dynamic supply chain challenges and obtain operational optimization.
8. Plan and manage implementation of innovative supply chain operations, initiatives and services in the sustainability and resilience areas, in close cooperation with key supply chain stakeholders.
9. Provide technical advice and identify opportunities for improvement and innovation initiatives analyzing best practices from the humanitarian and development fields, academia and private sector.
10. Perform in-depth market analysis and supply chain network mapping to inform the selection of an appropriate operation modalities to improve supply chain sustainability/resilience/performance;
11. Perform other related duties, as required.

STANDARD MINIMUM QUALIFICATIONS

Education

Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, International Development/Relations or other related field, or First University degree with additional years of related work experience and/or training/courses.

 

Experience

Proven experience in working with diverse stakeholders and coordinating works and analyses with a variety of input sources.

Sound knowledge of the Sustainable Development Goals, World Humanitarian Summit and on-going developments within the international humanitarian architecture.

Experience with the UN system and preferably with WFP. Knowledge of WFP Supply Chain modality of working, policies and guidelines.

Experience in managing relationships and national capacity building initiatives with UN agencies, NGOs, private sector and/or government organizations;

 

Knowledge and Skills

Excellent planning, management and coordination skills.
Ability to work independently towards challenging targets and strict deadlines.
Strong research and writing skills.
Ability to work in a multi-cultural and dynamic environment.
Excellent oral and communication skills.

 

Language(s)

Full proficiency in English.
