The conflict in Tigray has impacted the Eritrean refugee operation in the camps, and while Mai Aini and Adi Harush camps were relatively less impacted, a recent interagency multi-sectorial assessment (January 2021) still indicated serious protection concerns as well as continued challenges regarding the impact on delivery of basic services. The overall registered Eritrean refugee population under level 3 standards under the purview of the operation stands at 148,889 individuals (96,000 registered in Tigray and 52,829 registered in Afar in another two camps, Barhale and Aysaita). However, recent food distribution monitoring in Mai Aini and Adi Harush camps shows that significantly less than this amount currently reside in the two camps. which the Government of Ethiopia announced as closed in February 2021, will likely continue throughout the year, which is having an impact on land availability in the other two camps. Eritrean refugees in the Shire camps are mostly young, single men, with women and girls only making up 44% of the population. There is also a significant number of unaccompanied and separated children (UASC). The average family size stands at 1.6 individual. As a result of the conflict in Tigray, there is also an increasing IDP situation across the Tigray region, as well as in neighboring regions, including in towns nearby to Embamadri (e.g. Mai Tsebri town), which UNHCR is scaling up it's response. Due to access challenges, there are conflicting numbers of reported IDPs, ranging from 500,000 to over 2 million. The incumbent is supervised directly by the Senior Admin Assistant. Besides driving, the incumbent is responsible for upkeeping and maintaining of the assigned UNHCR vehicle(s) as per technical guidance and specifications established by the Organization. S/he is required to follow strict instructions and security guidance provided by the supervisor. While the basic function of a driver is to drive the official vehicles of UNHCR, s/he may be called upon to perform minor maintenance and repair of UNHCR vehicles. The Driver has regular contacts with staff within the UNHCR Office and with others (including Partners, government authorities, etc.) outside UNHCR involving a limited exchange of information.Living and Working Conditions:
Staff members should be prepared to operate under challenging conditions with extremely limited resources. The staff members will be working within a city that has been isolated for several months due to the crisis which began in November 2020. The office deals primarily with several local camp environments with inherent risks to staff health. Regardless of information campaigns, there are realistically few, or no COVID-19 protocols adhered to by the camp(s) population. Staff wear masks but will often work within large groups of refugees who do not. There is still no second round of cholera and COVID-19 vaccines for the populations of concern, nor sufficient drugs and medical supplies. While the primary hospital in Shire is functioning, it is currently running low on medical supplies. Most pharmacies in town are open, but they also struggle to get medical supplies, so staff with prescriptions should come with at least 3 months of prescription medication. Communications blackout persists in Tigray with no mobile network and Wi-Fi as all local internet companies are closed. In Shire, the office relies on VSAT for internet connectivity. Although there are functioning banks in Shire, there is still a serious shortage of cash. So, staff are advised to bring along a cash reserve. It is recommended that first time travellers to the duty station dispense sufficient funds from the ATMs in Addis Ababa, the capital city of Ethiopia.Additional Qualifications
