UN agencies in Albania (UNDP and UNFPA) are currently supporting the Ministry of State for Youth and Children in preparing the new all-encompassing cross sectorial National Youth Strategy 2022-2029 in line with SDG objectives and the EU Youth Strategy 2019-2027. The strategy will aim to enable and support all young people to become active partners in Albania’s development, develop their full potential, considering their rights, their voices and their different needs, leaving no one behind. Youth empowerment and youth participation in decision-making and democratic processes will include support and capacity building of civil society and youth NGO management system, youth information, mobility, youth work, youth culture and volunteering. The strategy will focus on quality education policies providing support to youth work and youth work training and will put a strong emphasis on youth autonomy and equity, including access to equal opportunities, non-discrimination, employment and labour market policies, well-being, including health, environment, culture of sport and leisure. It will also feature governance arrangements, including youth policy coordination, delivery vertical and horizontal / regional / local, knowledge base, budget and monitoring and evaluation.
At the same time, UN agencies (UNDP and UNFPA) are about to start a new project on Strengthening the role of youth in promoting increased mutual understanding, constructive narrative, respect for diversity, and trust in Albania, Bosnia and Herzegovina, North Macedonia, Serbia and Kosovo. The project is a follow up of a regional PBF funded project with the Regional Youth Coordination Centre. The project will be implemented at regional level within an overarching regional logic and towards regional objectives, although individual activities may be local or regional in scope. Local activities will involve linkages to other parts of the region. These synergies and linkages can involve drawing beneficiaries and/or participants from multiple parts of the region, sharing outcomes and learning from a locally implemented activity to other parts of the region and linking regional activities with local activities.Through the project’s governance mechanism, activity owners will collaboratively identify the specific ways in which local and regional projects will interface and inform each other, as each local context and activity will be unique. Activity approaches will include enhancing organizational and network capacities, working with media, fostering dialogue and exchanges, supporting collaborative development of constructive narratives, leveraging themes and issues of common interest to youth across the region—such as sports, environment, climate change, youth exchanges, helping the most vulnerable, gender equality, and influencing politics and policy. In addition to working with active change makers and activists, the project will seek to reach and engage the most isolated youth who tend to be particularly vulnerable to segregation and divisive legacies due to language, geography and digital divides.
In view of the above, the UNDP and UNFPA are looking to hire a Junior Legal Associate that will support the Ministry of Youth and Children in the implementation of the youth strategy as well as additional support for on the youth agenda in Albania and the region. The Junior Legal Associate will work under the guidance and supervision of the state minister for Youth and Children’s Chief of Cabinet as well as of the UN project Coordinator and will undertake the following duties and responsibilities:
- Provide legal inputs and assistance in drafting and elaboration of legal and administrative acts pertinent to the mandate of the MoYC;
- Provide opinions on legal and administrative matters pertinent to the mandate of the MoYC;
- Support the work and activities of the MoYC, Institutional and Inter-institutional working groups established for advancement of policies and regulations pertinent to the mandate of the MoYC;
- Update the legal framework with latest normative acts and disclose the information within the institution for its implementation.
- Provide assistance on legal issues as per MoYC requests.
- Provide assistance and support to UNDP and UNFPA to coordinate with the MoYC as needed.
- Provide support to UNDP and UNFPA in implementation of the project activities as per the guidance provided from the UN agencies.

- Secondary Education.
- Bachelor’s degree in Law would be desired.
- Minimum 7 years (with Secondary education) or 4 years (with Bachelor’s degree) of working experience in the legal related areas.
Required Skills:
- Previous knowledge and experience working with state administration institutions, international organizations programs or projects in Albania.
- Very good knowledge of domestic legal and policy framework regarding youth in Albania.
- Knowledge or working experience with EU integration processes and requirements especially chapters of the Acquis Communautaire related to youth and children.
Desired Skills:
- Committed to working as part of a team, showing initiative, but exhibiting good judgment and seeking advice when necessary.
- Very good communication, presentation and organizational skills.

Languages:
