The International Service for Remunerations and Pensions (ISRP) is a Service that produces studies on remuneration and pension policies of International Civil Servants and administers the pensions of the Co‑ordinated Organisations (OECD, NATO, the European Space Agency, the Council of Europe, the European Centre for Medium-range Weather Forecasts and the European Organisation for the Exploitation of Meteorological Satellites) and other international organisations. In parallel, the ISRP administers pension reserve funds for several international organisations. The ISRP is administratively attached to the OECD.
The ISRP is looking for a Compensation and Benefits Support officer to fulfil the support in a wide variety of tasks in the field of Compensation and Benefits. The selected person will participate in the collection and processing of data within the Compensation and Benefits Unit of the ISRP to reinforce its work on remuneration and pension issues. He/she will report to the Head of the Compensation and Benefits Unit, under the general supervision of the Head of Service.
Main Responsibilities
Compensation and benefits surveys
- Provide support to job evaluation, job matching and related salary benchmarking exercises.
- Assist the Compensation and Benefits analysts in the creation of salary questionnaires and data collections in accordance with ISRP standards.
- Perform quality checks on remuneration data collected from international organisations and carry out statistical analyses, including the use of remuneration data from other external sources (HAY, Mercer, Towers Watson etc.).
- Prepare graphs and tables to illustrate the results.
- Draft preliminary conclusions for ISRP management.
National civil service salary data
- Provide background information in relation to the remuneration packages and social contributions of selected national civil services (NCS).
- Assist the Compensation and benefits analysts to contact and collect NCS data in accordance with ISRP standards.
- Validate the data collected and carry out related statistical analysis.
- Maintain calculation programmes on taxes and social contributions.
- Prepare graphs and tables to illustrate the results.
- Draft preliminary conclusions for ISRP management.
Purchasing power parities
- Assist the Compensation and benefits analysts in the calculation of cost of living differentials, established by means of purchasing power parities (PPP).
- Participate in annual estate agency rent surveys carried out internationally by the ISRP in close collaboration with Eurostat and national statistical institutes (NSI).
- Review and validate the data collected from rent surveys, liaising with NSI as required.
- Carry out statistical analysis on PPP related topics when requested.
Salary scales and update of existing allowances
- Implement the annual adjustment of salary scales in all places of employment for the six Co-ordinated Organisations and apply special adjustments of salaries when appropriate, in accordance with the current remuneration adjustment method and making use of the existing programmes.
- Prepare estimated financial implications related to the implementation of new or amended allowances and indemnities.
- Implement updates of the co-ordinated allowances in accordance with the existing regulations (daily subsistence allowances, kilometric allowances, etc.).
- Update salary benchmarking comparisons, with reference to the EU, the UN and the Coordinated Remuneration scales and prepare related tables and graphs.
Other duties
- Update the compensation and benefits databases of the International Financial Institutions.
- Regularly collect consumer price indices and harmonized indices of consumer prices from national statistics institutes in over 35 countries, maintain the database up to date and monitor the movements of indices in high inflation countries.
- Assists the ISRP on other statistical purposes when needed.
Ideal Candidate Profile
Academic Background
- A university degree in the field of Business Administration/HR or comparable field.
Professional Background
- At least three years' experience in the compensation and benefits consulting area.
- Very good knowledge of compensation survey techniques and procedures.
- Comfortable working with numbers and applying mathematical, statistical and tax formulas.
- Previous experience in the domain of cost of living measurement, PPP calculations and/or salary benchmarking comparisons would be an asset.
Tools
- Very good command of MS office and web tools; with advanced Excel skills and ability to adapt to new computer technologies.
- Knowledge of programming languages (VBA, R, Stata) would be an asset.
Languages
- Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other

Contract Duration
- Two-year fixed term appointment, with the possibility of renewal.
- Monthly base salary starting from 4 421 EUR, plus allowances based on eligibility, exempt of French income tax.

Selection Process
- For retained candidates, written tests/video-recorded interviews are foreseen end February 2023 and panel interviews are planned for March 2023
