Overview

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. Team and Position overview

 

CHAI’s Lesotho Diagnostics Team is a key source of support for the Ministry of Health and the national laboratory directorate. CHAI works to address barriers to access and foster a healthy, competitive marketplace for essential diagnostic testing. The team coordinates efforts on access to diagnostics, working closely with various government stakeholders, in-country partners, and other relevant organizations to increase access to testing, facilitate improvements in laboratory systems strengthening, and accelerate the entry and uptake of new innovative products.

 

CHAI Lesotho is seeking an experienced and self-motivated Associate with outstanding analytical ability, technical skills, organization, and communication to support the Ministry of Health with its application to the Global Fund to fight AIDS, TB and Malaria. The Global Fund is one of the primary funders of laboratory systems strengthening in Lesotho, and the current application cycle (2023-2025) for the New Funding Model 4 (NFM4), provides an opportunity to ensure that the Government of Lesotho priorities are reflected in this funding opportunity.

 

The Program Associate will provide technical assistance to the Ministry of Health to complete its funding request to the Global Fund, with a focus on the Resilient and Sustainable Systems for Health (RSSH) component that includes laboratory systems strengthening. The Program Associate will report directly to the Senior Programs Manager in-charge of Diagnostics Systems Strengthening and will work across program teams at CHAI Lesotho. They will work closely with the Ministry of Health (MoH) Laboratory Directorate, the Global Fund Lesotho Country Coordinating Mechanism, and other critical Laboratory System stakeholders.

 

The candidate must be self-driven, adaptable, and have a high level of comfort with ambiguity and they will be expected to function independently and flexibly with little oversight. Responsibilities
  • Support government counterparts to identify current priority interventions for strengthening the laboratory system, per current national strategies, plans, and policies to inform the Global Fund NFM4 funding request
  • Where requested by government, support in updating relevant national plans to reflect current government priorities for lab systems strengthening, including convening stakeholders, updating strategy narratives, and developing detailed costs for new priority interventions
  • Assess lab systems priority interventions against currently available domestic and external resources to identify anticipated funding gap
  • Support development of Global Fund funding request narrative for priority interventions
  • Develop detailed costs for all priority interventions to be included in the Global Fund NFM4 detailed budget
  • Work closely with consultants and vertical programs within MoH to identify laboratory activities that can be more efficiently allocated within HIV, TB and Malaria allocations under Global Fund NFM4
  • As a member of the CHAI Lesotho Diagnostics/Laboratory Systems Strengthening Team, complement implementation efforts for all CHAI support to the Lab systems in Lesotho.
  • Undertake any other duties as requested by the Senior Programs Manager/Supervisor and assist with the development of other Global Fund application materials, as requested.
Qualifications
  • Bachelor's Degree or equivalent
  • Minimum of 3 years of work experience in public health or other relevant field
  • Strong proposal writing skills, including experience supporting governments to prepare funding proposals
  • Background working in health systems strengthening, with a background in laboratory systems preferred
  • Advanced budgeting skills, including experience developing budgets and models in Microsoft Excel
  • Exceptional written and verbal communication skills in English
  • Demonstrated strong problem-solving skills
  • Entrepreneurial mindset; demonstrated ability to work independently on complex projects and solve challenging problems in a high-pressure, fast-paced environment
  • Very high attention to detail
  • Ability to work with humility and achieve results
