Duties and Responsibilities

Organizational Setting, Purpose, and Objective:

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The West Asia Office delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. This consultancy is established at the West Asia Office within the framework of the Strategic Cooperation Agreement between UNEP and the Kingdom of Saudi Arabia.

Under the direct supervision of the Project Manager in UNEP West Asia Office and in coordination with the National Centre for Environmental Compliance (NCEC) and the respective department in the Ministry of Environment, Water and Agriculture (MEWA) of the Kingdom of Saudi Arabia, the Consultant will carry-out, inter alia, the following duties & responsibilities:

1. Develop air quality management strategy, network, and standards for operation of air quality stations.
2. Develop scope of work and key performance indicators for air quality department.
3. Conduct gap analysis for air quality monitoring stations and propose standard operating procedures for audits for air quality stations.
4. Conduct air quality site visits inspections, prepare reports and recommendations on areas of improvement.
5. Provide technical guidelines and inputs on compliance with air quality legislation.
6. Conduct trainings and workshops for air quality staff of National Centre for Environmental Compliance.

The expected outputs and deliverables include:

1. Conduct air quality site visit inspection reports.
2. Prepare training courses for air quality department.
3. Design Standard Operating Procedures (SOPs) for air quality stations. SOPs and guidelines for handling data and ensuring QC/QA in Centre.
4. Develop key performance indicators for air quality team.
5. Monthly progress reports.

Qualifications/special skills

Master’s degree in air quality, environmental sciences or related field is required. PHD is an asset.
A minimum of 10 years of experience in air quality management is required.
Previous practical experience in similar tasks and familiarity with numerical modelling and data analysis is a distinct advantage.
Knowledge of environment issues including air quality in Saudi Arabia is an asset.

Languages

Fluency in written and spoken English is required and proficiency in Arabic is desirable.
