Job Title: Procurement Officer

Reports to: Administrative Officer
Duration of Employment: 6 months with possibility of extension
II. Scope/Objective
The United Nations Human Settlements Programme (UN-Habitat) is the United Nations agency for human settlements. It is mandated by the United Nations General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.
UN-Habitat has been operational in Lebanon since late 2006 following the July War. Since then, its focus areas have included the following: emergency shelter and housing; water, sanitation, and hygiene (WaSH); capacity-building for local authorities and other public institutions; and urban analysis and policy work at national and sub-national levels, urban planning and development, as well as urban crisis response and recovery. UN-Habitat works closely with United Nations agencies, local and international non-governmental organizations (NGOs), as well as national and local authorities to implement its programmes at national, governorate and municipal levels. The Lebanon Habitat Country Programme Document (HCPD) 2021–2023 is guided by the following three focus areas: 1) Inclusive and sustainable urban development; 2) Participatory urban planning, management and governance; and 3) Disaster risk mitigation and effective urban crisis response.
UN-Habitat is recruiting a Procurement Officer to work directly under the supervision and guidance of the Administrative Officer within the Operations Unit to perform all relevant tasks relating to the Programme’s operations.
III. Functions / Key Results Expected
Under the direct supervision of the Administrative Officer and the overall direction of the Head of Country Programme, the Procurement Officer will be in charge of undertaking the following functions and tasks:
Function 1: Tender Management
- Carry out tender management operations in accordance with UN Secretariat procurement principles, rules and processes;
- Develop and manage all procurement activities of significant complexity related to the procurement of diverse grants, services, supplies, and works taking into account various strategic objectives at the project level as well as various parameters and conditions;
- Prepare and participate in the distribution of requests for expressions of interest, requests for proposals and/or invitations to tender and manage/conduct all aspects of application/bid/proposal evaluations;
- Together with relevant project officers draft, review, and finalize Terms of Reference (TOR’s) of services projects and pre-qualification documents and technical specifications of supplies, equipment and individual consultant, etc.;
- Draft guidelines, tender dossiers and bidding documents for all types of projects in line with donor regulations, and customize the same to fit within the project bidding strategy and specific circumstances;
- Participate in the pre-qualification/shortlisting processes as well as the full evaluation cycle of proposals, applications or bids, ensuring compliance with rules and regulations;
- Participate in contract negotiations; Ensure full integrity of the procurement process in compliance with rules, regulations and set objectives.
Function 2: Contract Administration
- In coordination with procurement department, carry out contract administration operations in accordance with UN procurement principles, rules and processes;
- Ensure that the objectives of contracts are met efficiently, effectively and economically; oversee adherence to contractual administrative provisions;
- Monitor risks, anticipate changes, and settle issues in the best interest of the UN process amendments and extensions of contracts;
- Support in managing relationships, resolution of personal adversarial positions, disputes and claims attempting amicable resolution whenever possible; if not, support in the resolution using alternative dispute resolution mechanisms;
- Support in advising concerned parties on contractual rights and obligations, ensuring the correct conformity and timely provision of deliverables/outcomes in accordance with set conditions;
- Ensure satisfactory completion and post-completion of provider roles and responsibilities;
- Participate in acceptance processes (provisional and final) ensuring compliance with contractual obligations during warranty and Defects Liability Period;
Function 3: Planning and Organizing
- Prepare analysis on the full range of procurement issues, lessons learnt and best practices;
- Organize and attend evaluation panels with relevant staff/consultants while ensuring the application of procurement principles: fairness, transparency, and impartiality;
- Prepare innovative solutions to resolve issues/conflicts in complicated situations and complex projects;
- Conduct market research to keep abreast of market developments, research and analyze statistical data and market reports on the world commodity situation, production patterns and availability of goods and services;
- Participate in the organization and conduct of trainings, conferences, seminars and meetings.
- Establish and maintain procurement plans and implementation schedules for ongoing projects, tenders and contracts;
- Track procurement processes progress and performance of schedules against baselines;
- Prepare progress and other reports (procurement plans and regular activity updates).
The Procurement Officer also handles other duties as assigned by the Administrative Officer, within the scope of the project and of the position’s responsibilities.

V. Recruitment Qualifications
Education
- Bachelor’s or Master’s degree in Business Administration or other fields related to procurement or project management.
Experience
- Minimum of four (4) years of relevant procurement experience with a bachelor’s degree or two (2) years procurement experience with a master’s degree.
- Computer literacy (Microsoft Office, etc.).
- Experience in web-based management system is recommended.
- Experience in UMOJA is an asset.
- Specialized training or certification in procurement, CIPS, and/or supply chain management is an advantage.
- Work experience with an international organization and/or UN agencies is an asset.
Language Requirements
- Excellent command of Arabic and English (spoken and written).
