ORGANIZATIONAL CONTEXT

The Armenian food sector is characterized by the low productivity of nutritionally diversified commodities, high production costs, fragmented producers, and limited post-harvest and market infrastructures. This in turn negatively impacts the Armenian population’s access to nutritionally diversified food and is resulting in worrisome levels of food insecurity and malnutrition. At the same time, inefficient post-harvest and supply chain processes entail low quality and safety standards which adversely affect the stability of supplies and which do not allow either the national or international commercialization of Armenian food products.

Under its five-year Country Strategic Plan for 2019-2024, WFP has designed a portfolio of activities headed up by the Food Value Chain Unit. This Unit supports WFP Armenia to implement smaller-scale activities that through a social protection lens target small-holder farmers to enhance their production, processing, and marketing of selected nutritionally diversified food products. This in turn supports increasing the quantity and quality of selected commodities to be more available at affordable prices within national markets, thus lifting the most vulnerable out of poverty and supporting efforts to tackle the drivers of food security in Armenia.

Given the above and taking into consideration the growing interest from international partners to invest in WFP Armenia to establish nutritionally-sensitive food value chains, the country office has identified the need to hire a Community Mobilizer to connect and engage with the beneficiary communities in Syunik province. The role will be under the management of the Head of Kapan office.

KEY ACCOUNTABILITIES (not all-inclusive)

 • Mobilize beneficiary communities/community members to action leading to increased empowerment, self-reliance, ownership as well as active engagement in the projects. • Support identifying how communities can be stimulated to unify, share ownership, take their own decisions, plan actions, and provide their solutions to reach shared objectives and goals.• Provide project management and/or general office support following established targets and WFP’s policies and procedures. • Within the area of responsibility, compile data and support analysis and preparation of reports to support operational decision-making. • Perform accurate, timely recording of data within the specific technical area of work (e.g. food security and vulnerability assessments) following corporate standards and guidelines. • Build close coordination and communication with project target groups and communities ensuring that the project interventions are implemented in an effective and efficient manner • Explain program objectives to the communities and ensure project ownership by the participating communities by convincing them about the goals and objectives of the projects. • Be a link between the organization and community or project target groups • Identify needs and challenges hindering project implementation as well as the opportunities to enhance beneficiary participation and ownership • Stimulate community members to participate in their own community's development actions. • Engage in activities that will promote increased community effectiveness, capacity, self-reliance, and empowerment. • Keep the community updated about the project-related interventions and ensure that project information is accurate and correctly interpreted by all community members • Ensure that every decision about what activities the community will undertake is the choice of the whole community, not just a few (powerful) community leaders. • Enhance programme targeting and outreach ensuring the vulnerable are heard in community decisions including women, youth, the disabled, ethnic minorities, the weak, and the marginalized. • Deliver appropriate training or awareness sessions and knowledge improvement materials to the target groups of the community. • Ensure that the community is undertaking the work and is involved in monitoring. • Organize and participate in all project field-level events (practical training on collaboration between the local government and communities, consultations with communities, mobilization of venerable people) • Collect case stories in the community that reflect the benefit of project intervention in the community. • Any other tasks assigned by the manager.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A college/bachelor’s degree in social science, socioeconomics, business administration, and other relevant fields would be an asset.

Experience: 5 years experience of working with community development projects, including contribution to the implementation of programmes, observance or assistance with policy discussions activities for an NGO, government institution, UN Agency

Knowledge & Skills: Excellent training and facilitation and community mobilization skills.Knowledge of community mobilization and livelihood requirements. Ability and willingness to work in the communities. Solid understanding of the local context (Syunik province) where the project's activities take place.

Language: Fluency in Armenian, English, and Russian languages.

TERMS AND CONDITIONS

Successful applicants will be included into WFP Armenia Office Experts Roster for the period of 1 year. Entry into the expert roster system does not necessarily mean that a contract with WFP is guaranteed. This will depend on forthcoming needs.  Where a request for services arises, the WFP Armenia will share specific Terms of Reference (TOR) outlining the required services, outputs for that assignment with the candidates successfully passing the competitive selection process.
