The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI, in partnership with its India affiliate William J Clinton Foundation (WJCF), works in close partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States’ levels on an array of high priority initiatives aimed at improving health outcomes. Currently CHAI/WJCF works across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis-C, tuberculosis, cancer, and immunization. Additionally, CHAI is also supporting the Government of Madhya Pradesh (MP) on large-scale programs to arrest childhood and maternal mortality due to malnutrition, anaemia, diarrhoea, and pneumonia, and helping increase access to quality Family Planning services.

About the project:

Only 11% of public health facilities in India have X-ray machines available only at CHCs or district hospitals. Lack of infrastructure at the community level coupled with unavailability of qualified Radiologists to interpret X-ray’s leads to significant delay in screening and diagnosis of TB. To address these delays amongst high-risk communities, the C19RM project aims to undertake active case finding with hand-held X-ray machine integrated with Computer Aided Detection (CAD) software. Deployment of a high-sensitive screening tool (X-ray) along with high throughput interpretation (CAD) and subsequent linkage to CBNAAT for diagnostics would reduce delays in diagnostics and pre-treatment loss to follow-up (LTFU). The Project will be implemented in Urban and rural districts across Uttar Pradesh, Bihar, Rajasthan, Gujarat, Tamil Nadu, Kerala, Uttarakhand, and Haryana.

 

The project aims to generate local evidence and demonstrate various use cases for portable X-ray + CAD to improve TB case finding and reduce diagnostic delays. Local evidence would lead to greater buy-in at the state level and facilitate effective transition of project activities and support future scale-up using domestic budgets.

 

Role Overview:

CHAI seeks a highly motivated, entrepreneurial individual with outstanding analytical skills, problem-solving ability, and communication skills to support the national C-19RM project in the 8 states. The Senior Analyst must be able to function independently, be comfortable working and coordinating the operations of cross-functional teams, be flexible, and have a strong commitment to excellence. Reporting to the Technical Lead and working closely with other strategic partners, the Sr Analyst is expected to Design, Deploy & Train the FLW on data recording, reporting, while supporting the national program implementation.

Overall, the Senior Analyst would be expected to support in designing, analysing, coordinating, reviewing and documentation of various interventions that have been undertaken under the project.

Responsibilities

Programmatic support:

  • Support National program implementation in roll-out of programmatic activities such as Building capacity of service providers, Reviewing Monthly Camp & addressing data recording & reporting challenges
  • Support the Project Director and Technical Lead in ensuring that the M&E and surveillance activities are aligned with programmatic work plans and inform policy processes
  • Monitor program implementation activities; identify potential risks and challenges to the implementation plan and roll-out of activities; work towards addressing potential risks / mitigation mechanisms.
  • Support program leadership in the overall grant management process including sharing inputs or drafting donor update reports including progress monitoring, budget utilization, risk assessments and sustainability structures.
  • Synthesize results & disseminate key learnings from the program implementation through presentations, reports, briefs, and publications in the state, with government partners, and CHAI program teams in other states
  • Where relevant, liaise with academic institutions and/or other implementing partners that might have relevant data that can be leveraged for program monitoring
  • Support development of proposals, work plans, budgets and other reports and documents for ongoing and new areas as needed to support and facilitate execution of program implementation activities within the state.

Technical support:

  • Design, Deploy & Train implementation team on comprehensive, data management, recording, reporting & Dashboarding tools & processes that will generate credible, actionable, and timely information
  • Design, & implement relevant data collection activities including field testing, training, and evaluation
  • Prepare and manage detailed work-plan for M&E and surveillance activities, Co-ordinate with SLNI & SRs to build the monthly camp plan
  • Collate data from M&E interventions as well as routine data collection and assess quality and suitability for analysis
  • Support the development of study design and research and evaluation tools, including research protocols, ethics applications, and standard operating procedures, for the baseline survey, process evaluations and outcomes evaluations (quantitative and qualitative)
  • Develop content for and preparation of data review meetings at the national and regional level
  • Support program manager in leading the data review meetings
  • Build the capacity of field officials to analyse and use data generated from the surveillance activities
  • Act as key liaison on M&E and surveillance activities between global
  • Other responsibilities as needed.
Qualifications
  • Bachelor’s Degree in Science, Engineering, Management, Public Health, or related field
  • At least 3 years of relevant work experience in analytics, research, or M&E
  • Exceptional analytical (quantitative and qualitative) skills with the ability to effectively communicate (orally and in written form) and to tailor communication to a variety of audiences.
  • Ability to absorb and synthesize a broad range of information, including technical information, and to prepare compelling presentations and reports
  • Ability to be effective in high-pressure situations, handle multiple tasks simultaneously, and set priorities.
  • Strong desire to work in a fast-paced, limited-structure, high-pressure, multicultural environment.
  • Willingness to travel extensively within and outside the program state.
  • Experience of managing government stakeholders would be a positive
  • High level of proficiency in Microsoft Excel, PowerPoint, and Word.
  • Preference would be given to candidates with experience in management and/or healthcare consulting or development sector consulting.
  • Excellent written and oral communications skills in English and Hindi.
