Project Background
Enhancing Nutrition of Upland Farming Families (ENUFF) is a project funded by the Swiss Agency for Development and Cooperation (SDC) and implemented by SNV Netherlands Development Organisation. The goal of the project is to improve family and child nutrition in remote and ethnically diverse upland farming communities through improved feeding, caregiving and dietary practices, reduced incidence of WASH-related diseases linked to malnutrition, improved availability and accessibility of diverse nutritious foods, and a conducive institutional framework at the sub-national level.
The second phase of the project is being implemented in two districts in Houaphan and two districts in Oudomxay provinces from July 2020 to June 2024. ENUFF Phase I has implemented a series of interventions in nutrition-sensitive agriculture and social behaviour change and communication in nutrition and WASH through District Nutrition Teams and Village Nutrition Teams. Phase II of the project has continued these interventions with a higher focus on improving the nutrition of women and children. Additionally, the project is giving special attention to improving the rehabilitation of water systems and WASH in schools and health centres in this phase.
Objective of this position:
The Governance coordinator will be responsible for managing the nutrition governance component of the project to ensure relevant project activities are designed and implemented following the project document and align with the GoL National Nutrition Strategy and Plan of Action 2021 – 2025.
Job Description
Scope of Work:
The governance coordinator is required to undertake the following:
- Oversee the governance component of the project and ensure activities are designed and implemented to deliver the project outcomes.
- Develop annual, quarterly and monthly work and budget plans and ensure the activities are implemented accordingly
- Support and liaise with the National Nutrition Centre to improve sub-national multi-sectoral coordination.
- Develop a productive working relationship with Provincial and District Nutrition committees and networks
- Work closely with District Nutrition Committees to ensure NPAN activities are incorporated into relevant sectoral plans
- Provide trainings on basics of nutrition to district government staff
- Attend district nutrition committee meetings and monitor district nutrition plans
- Provide needs-based support to district nutrition committee secretariats
- Participate in relevant project meetings and workshops.
- Facilitate village convergence planning processes
- Survey Nutrition Governance
Deliverables:
- Provide training and on-the-job coaching to district nutrition committees
- Develop annual, monthly, quarterly activity and budget plans
- Monitor activities and provide monitoring reports.
- Develop progress reports, case studies, etc.
Reporting
The Governance Coordinator reports to the ENUFF Chief Technical Advisor and collaborates closely with the ENUFF project team, National Nutrition Centre, Nutrition, WASH and Agriculture team members and government stakeholders.
Qualifications
Education: A bachelor’s degree in nutrition, public health, management, or a relevant field.
Experience and Skills:
- Professional experience of at least five years working with INGO.
- Experience in building the capacity of government staff at the district level
- Good knowledge of the National Nutrition Strategy and the Nutrition Plan of Action
- Prior experience working with partners (government and private sectors) in donor-funded projects.
- Ability to effectively manage and coordinate a team, with a willingness to empower and coach junior staff to achieve project results and meet project targets.
- Ability to cultivate positive relations with the national and provincial government officials
- Ability to work independently and show initiative
- Excellent interpersonal skills
- Good computer skills in MS-applications (Word, Excel, Internet, Email, PowerPoint)

Contract Duration : Initial 1 year with possibility of extension
Contract Type : National Employment Contract (Full Time)
Duty Station : Vientiane, Laos with frequent travel to SNV project locations elsewhere in the country.
