Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. 

 

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. 

The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas.  The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

In February 2022, a new phase in the armed conflict in Ukraine started. The intensification and spread of hostilities have affected all of Ukraine, causing massive humanitarian needs across all sectors and destroying essential civilian infrastructure. Millions of people are displaced in Ukraine, more than 5 million people have fled to other countries.

IFRC has launched a major Emergency Appeal for Ukraine and Impacted Countries that is coordinated on European regional level – with numerous country level operations ongoing. ICRC, IFRC and numerous Partner National Societies are integrating their capacities to provide coordinated crisis response in Ukraine and impacted countries. The operational structure will be fully integrated into existing structures at Country / Country Cluster and Regional Office level to ensure full synergies with the overall regional work.

Job Purpose

Under the supervision of the Finance & Admin Manager, the incumbent is responsible for providing high level support to the Ukraine Delegation Office on financial management issues to ensure efficient and effective running of day-to-day operations.

Job Duties and Responsibilities

The Finance Officer is responsible for:

Regular Tasks and Responsibilities

  • Initiation and quality assurance of supporting documentation for all payment vouchers;
  • Work with delegates and national staff to ensure correct preparation and coding of working advance reports;
  • Daily processing of bank payments;
  • Book/register all the financial vouchers into accounting software (CodaEXCEL) during the month;
  • Perform delegation month-end closure of the financial books in close collaboration with the Finance & Admin Manager;
  • Timely preparation of field reports, supported by relevant documentation for further verification by the Finance/Admin Manager;
  • Check the National Society financial reports under “Funds Transfer” system including the preparation of the Expenditure verification report;
  • Contribute to the timely financial reporting to the PMER and other departments and to relevant stake holders;
  • Preparation of monthly statements and supporting documentation for PNS (Partner National Society) if needed;
  • Field visits to operational areas each month for reconciliation of advances, capacity building and spot checks;
  • Quality assure of budgets submitted by National Society or IFRC programme units and provide feedback;
  • Calculation and payment of monthly salary for the national staff;
  • Preparation of a report for Tax Office in accordance with the approved form 1-DF;
  • Monthly reports on personal record-keeping for the national staff;
  • Obtaining certificates from the State Tax Office if needed;
  • Prepare the VAT refund reports to Income Tax Inspection on monthly basis.

Acting in the absence of Finance Manager for duties

  • Overall accounting, financial management and internal controls and the budget management support to Programme managers
  • Act as Bank signatory only in absence of Finance & Admin Manager and Finance & Admin Delegate
  • Balance sheet management - Bank and cash on all operations
  • Balance sheet management - Staff working advances
  • Balance sheet management - Prepayments and liabilities
  • External and Internal audits management
  • Any other task assigned by line manager.

 

Education

  • Relevant university degree in Management   
  • Holder of a Certified Public Accounting degree with specialized training in related field is an asset        

Experience

  • 3 years’ + experience in leading and managing Finance as Accountant       
  • 3 years’ + professional experience working with local or international non- governmental organization 
  • Very good leadership skills and confirmed financial management experience   
  • Experience of working with National Societies     
  • Basic leadership and management skills     
  • Strong experience in cash management showing rigorous controlling methods    

Knowledge, Skills and Languages

  • Self-supporting in computers - Very good computer skills and command of standard Microsoft office tools   
  • Very good interpersonal, communication and presentation skills     
  • Motivated self-started personality, sense of responsibility and organization skills
  • Good negotiation skills   
  • Flexibility and ability to travel in the operation’s areas     
  • Fluent in written and spoken English and Ukrainian
