1. Background/Context

The Grants and Partnership Manager will contribute to achieving quality programming by leading the facilitation of effective grants management across Venezuela operations, is responsible for ensuring the compliance and minimum standards for NRC Venezuela grant portfolio, and supervises the agreement with partners and their capacity development initiatives, when applicable. This includes, but is not limited to, internal and donor compliance requirements, timely and quality proposal development, grant revisions and reporting, and leading on internal and external grants-related communications, as delegated by the Head of Programme. The Grants and Partnership Manager will carry ultimate responsibility for supporting the key mandatory activities under NRC’s Project Cycle Management (PCM) framework and will contribute to supporting a culture of accountability and high performance. S/he will also ensure compliance with the downstream partnership toolkit.

 

The Grants and Partnership Manager will provide technical support to implementing team.

 

The following is a brief description of the role.

 

 

2. Generic responsibilities

  1. Compliance and adherence to NRC policies, CC tools, handbooks and guidelines
  2. Maintain an overview of all grants, donor requirements, rules and regulations, and internal and external deadlines (grants tracker), including filing of grant documents;
  3. Lead the process of developing concept notes, proposals and reports (donors and internal reports) in close collaboration with Programme Specialists, Area Managers, M&E team, and Finance to ensure accurate, transparent and timely delivery of narrative and financial documents, in line with NRC PCM framework.
  4. Responsible to set up and continuously improve internal grant management systems, partnership internal ways of working and processes; analyse, and share learning from proposal and reporting processes, downstream partnership toolkit and compliance with donor rules and regulations.
  5. Be updated on donor priorities and track and share relevant calls for proposals;
  6. Manage the internal help-desk on donor related issues, including donor rules and regulations and in the application of the downstream partnership toolkits
  7. Represent NRC with relevant partners and donors, as delegated by the Head of Programme.
  8. Support the Head of Programme to identify partners, assess their capacity, develop capacity building plans, conduct and document due diligence, and transfer of relevant NRC experience and tools;
  9. Capacity building of staff in the area offices on PCM and donor regulations
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy

 

2. Specific responsibilities

  1. Funding Identification and Proposal Development
  1. Fundraising Strategy. Support the Head of Programme and Country Director to develop a context-specific fundraising strategy. This includes the mapping of potential new funding opportunities with inputs from relevant stakeholders and documenting any fundraising policy positions agreed by the CMG.
  2. Go/No Go. Responsible for overseeing the completion and documentation of the Go/No Go process for all identified funding opportunities in accordance with the NRC Go/No Go checklist and the Country Strategy.
  3. Proposal Planning Meetings and proposal development. Responsible for overseeing completion and documentation of proposal planning meetings and overseeing the coordination of NRC proposal development with the relevant internal stakeholders for all funding opportunities, in collaboration with finance department and area office for the development of the budget.

 

  1. Grant Management, reporting and closure
  1. Grant Agreements. Responsible for coordinating the review of donor contracts and support contract negotiations with the relevant stakeholders. This includes raising concerns on any points that might create challenge or risks for NRC’s operations.
  2. Grant Opening Meetings (GOMs). Responsible for overseeing Grant Opening Meetings for all active grants. This includes ensuring that Grant Opening Meetings occur in accordance with NRC policy, that all mandatory internal documents are in place, and that donors rules and regulations are clarified and shared with the implementing team.
  3. Reporting. Responsible for overall quality control of NRC’s reporting. Responsible for overseeing the coordination and consolidation of inputs for all donor reports. This includes ensuring consistency between narrative and financial reports, maintaining quality standards, and ensuring donor requirements are satisfied. 
  4. Project Review Meetings and Grant Closure Meetings. Support the Area Office teams to conduct regular project review meetings (including budget monitoring) and grants closure meetings, in accordance with agreed procedures and conduct spot checks on supporting documentation received from different department for future audits

 

  1. Donor Compliance and Capacity Building
  1. Compliance Requirements. Support the Head of Programme and Country Director to identify NRC’s organisational and donor compliance requirements and communicate them to the relevant field team members. Ensure high quality management of grants through meeting of internal KPIs and deadlines.
  2. Compliance Queries. Provide an internal help-desk on donor rules, regulations and templates.
  3. Training. Responsible for overseeing the training and capacity building of field staff on NRC grants management, proposal and report writing, donor rules and regulations, and Project Cycle Management (PCM). Work with the relevant stakeholders to contribute to training and capacity building on internal and donor compliance requirements. This included ensuring that all new staff receive an orientation to PCM and donor compliance requirements that are relevant to their roles.

  1. Management of Partnership agreements
  1. Technical support. Provide oversight to the overall NRC Venezuela partnership approach, ensuring that NRC downstream toolkit is used across the project cycle, and manage the overall partnership grant agreement portfolio. Lead on the development and improvement of NRC Venezuela's partnership Standard Operating Procedures (SOPs) and tools.

 

  1. Capacity Development: Lead the identification of partner capacity development needs, and the development of partner capacity building programmes in coordination with other NRC Venezuela departments, when applicable. Work with the NRC Venezuela teams to identify NRC staff capacity needs (in relation to partnerships) and address them with training, coaching and mentoring schemes.
  2. Train and guide all departments (including AO, Support, Programme Unit, etc.) in engaging with and applying NRC Venezuela's partnership SOP and tools throughout the project cycle. This includes supporting Area Offices identify potential partners, conduct organizational assessments, and review partner performance and provide technical support to NRC implementing teams on issues related with projects implemented by partners.

 

  1. General
  1. Systems and Processes. Responsible for leading the development of tools and SOPs for efficient internal grants management systems, in consultation with relevant internal stakeholders.
  2. Grants Tracker and filing. Accountable for maintain a correct and up-to-date Grants Tracker and sharing it with the relevant stakeholders, maintaining standardised information management/filing systems for all grants documents, that is appropriate for all Country and Area Offices.
  3. Representation. As delegated by the Head of Programmes, represent NRC in donor meetings, as required; support NRC Venezuela's engagement in relevant partnership coordination efforts with other international agencies and maintain effective and positive working relationships with relevant stakeholders.
  4. Communications. In collaboration with the Communications and Advocacy Coordinator, contribute to the development of country factsheets and other relevant information pieces for donor visits/meetings.

 

 

3. What We Are Looking For

  • Four years of relevant experience in a related field;
  • Experience of donor relations and grants management (e.g. with institutional humanitarian and development donors);
  • Experience working in complex environments and with displaced populations;
  • Good understanding of donor rules and regulations, particularly ECHO and BHA
  • Proven skills and experience in report and proposal development and working with multiple donors;
  • Good personal organisational skills, including time management, and ability to meet deadlines and work under pressure;
  • Willingness to travel to area offices and work in difficult environment according to travel requirements.
  • Good communication and interpersonal skills.
  • Strong organisational and team working skills.
  • Good cultural awareness and sensitivity.
  • Ability to work under pressure, independently and with limited supervision.
  • Excellent written and oral communication skills in English and Spanish.
  • Able to demonstrate experience of writing high quality reports and proposals.
  • Able to demonstrate ability to solve complex problems.
  • Able to demonstrate experience of contributing to positive organisational change.
  • Knowledge of the NGO operations and the dynamics of the humanitarian sector.
  • Above average computer skills, particularly in Microsoft Windows Word and Excel.
  • Holds self accountable for making decisions, managing resources efficiently, holds the team accountable to deliver on their responsibilities.
