Organizational Context

The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world.  The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies.  The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency; coordination and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners.The Secretariat’s headquarter is organized in three divisions: (i) Partnerships, including Movement and Membership; (ii) Programs and Operations; and (iii) Management. The Secretariat has five regional offices, as follows: Americas (Panama City); Africa (Nairobi); Asia/Pacific (Kuala Lumpur); Europe (Budapest); Middle East and North Africa (Beirut).
 
TRC is a globally recognized humanitarian organization that operates with a clear mission to provide emergency assistance, disaster relief, and social and health services to those most in need in Turkey and beyond. With its inception in 1868, TRC has established a vast and robust network of branches and representations, extending its reach across Turkey and beyond. With a focus on the principles of the International Red Cross and Red Crescent Movement, TRC has emerged as a leader in responding to humanitarian crises and natural disasters, providing vital support to millions of refugees and other vulnerable individuals. As a member of the global network of Red Cross and Red Crescent Societies, TRC is committed to working in partnership with other humanitarian organizations to address humanitarian needs around the world. IFRC provides technical support, guidance, and resources to TRC and other National Societies to help them respond effectively to emergencies and provide assistance to vulnerable people. Additionally, IFRC coordinates and supports TRC's international humanitarian efforts by providing financial assistance, expertise, and other resources.
 
Two earthquakes with a magnitude of 7.7 and 7.6 occurred in Pazarcık and Elbistan districts of Kahramanmaraş on 6 February 2023. The earthquake was felt intensely in the surrounding provinces, especially in Kahramanmaraş, Kilis, Hatay, Osmaniye, Gaziantep, Şanlıurfa, Diyarbakır, Malatya and Adana and affecting 16,000,000 people. According to the latest statement made by AFAD (Turkiye’s national Disaster and Emergency Management Authority), over 31,000 people lost their lives in 10 provinces affected by the earthquake and over 80,000 were rescued. After the 7.7 magnitude earthquake, a total of 1,666 aftershocks have occurred so far. Damage assessment studies continue in the regions. A state of emergency was declared for the period of 3 months in the affected region.

Purpose of Project and Background

As part of IFRC’s emergency response to the devastating earthquake that took place on the 6thof February 2023 in Türkiye and Syria, IFRC Türkiye have launched a CHF 450 million appeal to ensure humanitarian aid reached all those affected across the 11 provinces in the country. For this reason, the Communications Department is expected to create a lot of content from the field as TRC activities are ongoing to promote the appeal and highlight the immense amount of needs in different sectors.

Part of the IFRC 2020 strategy and its overall mandate is to support the work of the national society, the Turkish Red Crescent, and help them achieve their targets. IFRC has a big role in coordinating the movement’s earthquake response and the Communications Department needs to promote this publicly. For this reason, an AV Consultant is needed to help us produce content in a fast and timely manner. Moreover, the content produced will also serve IFRC Türkiye’s Always-On TikTok contract with Social Social.

Job Duties and Responsibilities

Project objectives

 

Film and edit AV content for a week under the guidance of the Communications X-Media Delegates in the field to feed IFRC’s social media channels.

 

 

Desired outcomes

 

A number of videos and photos that can be used on IFRC’s different social media channels to promote our response activities, TRC and the stories of the affected population.

 

Consultancy outputs

The service provider is expected to deliver:

  1. On the ground: Photography and videography services during field trips.
  2. Post-production: video editing lead and English/Arabic/Turkish translation support.
  • Products: a. landscape videos for Facebook, Twitter, YouTube, IG TV, LinkedIn. b. vertical videos for IG Reels, TikTok ads, YouTube Shorts. c. photo collections for IG carousels, tweets, Facebook, and LinkedIn posts.

 

Method of delivery and reasons for selecting that method

Physically in the field with the Emergency Response team to be able to gather all content and edit accordingly.

 

 

Support to be provided to the consultant

IFRC will always provide transportation including from/to GAZ airport. IFRC will also provide accommodation, office space and meals. The AV consultant will work hand in hand with the IFRC’s Communications X-Media Delegate who will support in terms of strategy, vision and dissemination of content.

 

 

Schedule for payment of fees

The payment will be provided on weekly basis to the consultant by the IFRC, but the consultant will charge on daily basis, CHF 300. Timetable and invoice required.

  • The consultant will be needed on weekly basis depending on the operations for a period of three months minimum.

Management of consultancy

  • The consultant will be managed on the ground by the IFRC Communications X-Media Delegate and in general by the IFRC Communications Manager.
