The Directorate for Employment, Labour and Social Affairs (ELS) is looking for several  Health Policy Analysts to work on various projects in the Health Division. The successful applicant(s) will work in a dynamic team of economists, health policy experts and statisticians to develop policy advice on how to improve the performance of health systems. They will work on a number of projects, reflecting country policy interests and the programme of work of the Health Division.

Successful candidates will have a strong background in applying economic concepts to health or in analysing health policies. They will have experience in running complex projects and will be able to work independently. They will be working on one or more projects of the Health Division, such as\:  health systems resilience, cancer care, public health and prevention policies, health workforce, analysis of health expenditure and system of health accounts, measuring of health outcomes; digital health and data governance; new technologies and pharmaceuticals, or long-term care and integrated care. Successful candidates will integrate a small team and be supervised by a senior health policy analyst/economist.

Main Responsibilities

  • Take part in the analyses of selected health policies and draft analytic, statistical and policy-relevant reports and chapters. 
  • Develop state-of-the-art recommendations on good policy approaches to address current and emerging problems faced by health policymakers.
  • Undertake statistical analysis of data in order to explain key differences in outcomes across countries.
  • Develop surveys to fill the gaps in international information.
  • Engage in policy dialogues and support to policy implementation with national authorities and health systems stakeholders.
  • Organise technical workshops and conferences on selected aspects of health policy,
  • Contribute to communication strategies, including by making OECD reports, findings and data products accessible to a range of different users and representing the Organisation in relevant events.
  • Establish and maintain good working relationships with staff in other divisions of the OECD, officials in member and non-member country administrations, in other international organisations, as well as with academics working on health policy issues. 
  • Contribute to fundraising efforts where possible and appropriate.

Ideal candidate profile

Academic Background

  • An advanced university degree in economics, health policy or other relevant discipline.

Professional Background

  • A minimum of three, preferably five, years of experience of applied research and analysis in the area of health policy, acquired in a national administration, international organisation, university or research centre.
  • Strong analytical skills as applied to health policies.
  • Experience in collecting, interpreting and analysing health statistics. Strong quantitative skills would be particularly desirable.
  • Experience in working on health issues in different countries would be an asset.
  • Proven ability to draft reports as shown by research and publications on health policies.
  • Proven ability to work in a multicultural and team oriented environment.
  • Strong communication skills, proven ability to coordinate and engage with diverse stakeholders.  
  • Proven experience with policy implementation.
  • Experience supervising junior staff members.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

  • 13 months fixed term, with the possibility of renewal.

What the OECD offers

  • Depending on level of experience, monthly salary starts at either 6,672 EUR or 8,232 EUR, plus allowances based on eligibility, exempt of French income tax.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen in February and panel interviews are planned in March 2023.
