Rapid Response Team (RRT) Medical Doctor

Duty station: Kharkiv

Job Overview/Summary:
The RRT Medical Doctor provides medical consultations offered by the RRT unit. He/She works closely with RRT Team Leader, RRT Coordinator and other department managers in creating the schedule for the RRT unit . The Medical Doctor is responsible for outreach, and health promotion and acts as point of contact with outside entities like community organizations, and maintains strong community connections. The Medical Doctor assures delivery of high-quality services comply with all Ministry of Health protocols and guidelines. In addition, the RRT Medical Doctor actively participates in developing Standard Operating Procedures (SOPs) and referral pathways to higher more specialized health facilities or secondary healthcare. Under the direct supervision of the RRT Team Lead and RRT Coordinator, the RRT Medical Doctor will also coordinate with Health Coordinator as necessary.
The RRT is a mobile unit and requires extensive travel within Kharkiv Oblast including to
newly liberated areas.


Specifically, the RRT Doctor will be responsible for:
 - Manage the primary health care function of the RRT in Kharkiv oblast.
 - Supervise, provide support and training of clinical staff.
 - Back up the initial diagnostic, treatment and ensure an effective referral system.
 - Closely collaborate with governmental bodies, international organizations and non-governmental organizations involved in the sector of health and nutrition.
 - Participate to the weekly reporting, medical statistics report.
 - Analyze the nutritional and socio-economic vulnerability of the population with the support of the Medical Coordinator.

Major Responsibilities:

 - Manage the primary health care unit of the RRT in Kharkiv.
 - Supervise and provides support for RRT medical staff
 - Back up the initial diagnostic, treatment and ensure an effective referral system
 - Actively participates in weekly reporting of medical statistics
 - Analyze the nutritional and socio-economic vulnerability of NCD patients with the support of MHC manager and Health Coordinator
 - Coordinates quality assurance of services for RRT
 - Actively participate in internal coordination mechanisms
 - Actively participate in primary health care needs assessments as necessary among the conflict affected populations, with specific emphasizes on NCDs and SRH.
 - Support the development of referral pathways to specialized health facilities and secondary health care.
 - Support the development of referral pathways with Protection, ERD programmes.
 - Work closely with the health managers and pharmacy manager to ensure availability of WHO essential medications for the RRT at all time
 - Actively supports/participate in developing and implementing strategies for improving access, quality standards, effectiveness, and participation based on statistical results, evaluations, surveys, and feedback from attendees.
- Performs other duties as assigned.


Documentation and Reporting:
 - Support implementation of data collection, M&E and quality control measures for mobile health clinic services.
 - Participate in preparation of internal reports, including submission of weekly reports to Health Coordinator.
 - Support project staff to maintain program records and documentation as per project management minimum standards, including maintaining the confidentiality and security patient data
 - Ensure proper documentation of patient consultation and prescription

Requirements:
- Medical Doctor registered NHS licensing body of Ukraine.
- Minimum two years of experience working on primary health care.
 - Language: Bilingual in Ukrainian and Russian required, with good verbal and writing skills in English
- Strong management skills, with experience in team management
 - Experience working with partners to implement programming
 - Ability to influence others to perform their jobs effectively and to be responsible for making decisions.
 - Ability to work within a team structure, flexible, and can cope with stressful workloads and working with limited resources
- Desired experience in working with displaced persons and migrants
 - Excellent command of the use of Microsoft Office especially Outlook, Work, Excel and Power Point
 - Good communication, teamwork skills and ability to work independently
