The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

 

CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Depuis 2019, CHAI soutient le ministère de la Santé et de l'Hygiène publique (MSHP) du Burkina Faso à travers des programmes axés sur le financement de la santé, le renforcement du système de soins de santé primaires, la lutte contre le paludisme, le renforcement du système de laboratoire, ainsi que la prévention et la réponse au COVID-19.

 

Un solide réseau de laboratoires intégré à un système de santé performant est fondamental pour permettre aux pays de fournir des services de santé de qualité. Il est également essentiel pour permettre la mise en œuvre de nouveaux programmes de santé alignés sur les objectifs du gouvernement en matière de couverture sanitaire universelle (CSU). Le ministère de la Santé et de l'Hygiène publique (MSHP) du Burkina Faso se focalise sur l'amélioration de la qualité des tests de diagnostic à l'échelle nationale en mettant en œuvre des solutions innovantes qui impliquent à la fois les secteurs public et privé. À cette fin, il est nécessaire d'avoir une plus grande visibilité de la capacité et du niveau de performance des réseaux de laboratoires publics et privés.

 

En 2021, le ministère de la Santé, en collaboration avec l'Institut de recherche en sciences de la santé (IRSS) et CHAI, a mené une étude sur les besoins et les opportunités de diagnostic afin d'identifier les forces et les faiblesses des laboratoires ainsi que leurs causes profondes et leurs implications sur la qualité des soins de santé. Parmi les faiblesses et les défis du système de laboratoire, les deux ci-dessous ont été identifiés :

- Absence de normes actualisées sur les tests essentiels pour les établissements de soins de santé primaires (SSP) par type de structure sanitaire (les centres de sante de premier contact ou Centres de Santé et de Promotion Sociale - CSPS, Centre Médical - CM, Centre Médical avec Antenne chirurgicale/avancé - CMA). 

 

- Inefficacité du système de gestion des stocks de réactifs et de consommables des laboratoires.

 

Le candidat qui sera retenu devra, sous la supervision du coordinateur du projet, aider la Direction des laboratoires à répondre aux enjeux susmentionnés. 

 

Program and Position Overview:

 

Since 2019, CHAI has been supporting the Ministry of Health and Public Hygiene (MSHP) of Burkina Faso through programs focused on health financing, primary health care system strengthening, malaria control, laboratory system strengthening, and COVID-19 prevention and response.


A strong laboratory network integrated into a well-functioning health system is fundamental to countries' ability to deliver quality health services. It is also essential to enable the implementation of new health programs aligned with the government's goals to achieve Universal Health Coverage (UHC). The Ministry of Health and Public Hygiene (MSHP) of Burkina Faso is focusing on improving the quality of diagnostic tests nationwide by implementing innovative solutions that involve both the public and private sectors. To this end, there is a need for greater visibility of the capacity and performance level of public and private laboratory networks.


In 2021, the Ministry of Health in collaboration with the Health Science Research Institute (IRSS) and CHAI conducted a diagnostic needs and opportunities study to identify laboratory strengths and weaknesses as well as their root causes and implications on quality of health care. As part of the weaknesses and challenges of the laboratory system, the below two have been identified:

-Lack of up-to-date norms on essential tests for Primary Health Care (PHC) facilities per type of health facility (entry point health facility-CSPS, Medical Center-CM, Advanced Medical Center- CMA)
-Ineffectiveness of the laboratories' reagent and consumable stock management system

 

The successful candidate will, under the supervision of the Project coordinator, help the Directorate of Laboratories address the above-stated issues.  

Responsibilities

CHAI recherche un stagiaire qui travaillera sous la supervision du coordinateur du projet COVID-19 et renforcement du système de laboratoire. Le stagiaire apportera un appui technique à la Direction des laboratoires du ministère de la Santé et de l'Hygiène publique (MSHP) pour au moins un des 3 sujets suivants:

  1. Réviser les normes sur les tests essentiels pour les établissements de soins de santé primaire, par type de structures sanitaires ;
  2. Développer et tester un système intégré de gestion des stocks de réactifs et consommables de laboratoire ;
  3. Développer le paquet de formation sur la gestion intégrée des stocks;

De plus, le stagiaire devra aider à :

  • Rédiger des rapports sur l'évolution des activités ;
  • Assister le coordinateur du projet dans le développement de futurs projets de renforcement du système de laboratoire, si nécessaire ;
  • Autres tâches potentielles assignées par le superviseur.

Pour mener à bien ses missions, le stagiaire sera basé à Ouagadougou et interagira sous la supervision du coordinateur du projet avec certaines structures du MSHP telles que la Direction Générale de l'Approvisionnement Pharmaceutique (DGAP), la Direction des Laboratoires Biomédicaux (DLBM), les directions régionales de la santé, les districts sanitaires et les prestataires des formations sanitaires périphériques. 

Le stage est d'une durée de 3 à 6 mois.

 

Role and Responsibilities

CHAI is seeking a volunteer to work under the supervision of the COVID-19 and Laboratory System Strengthening Project Coordinator. The volunteer will provide technical support to the Laboratory Directorate of the Ministry of Health and Public Hygiene (MSHP), for at least one of the following 3 topics:

  1. Revise standards on essential tests for primary health care facilities by type of health facility;
  2. Develop and test an integrated inventory management system for laboratory reagents and consumables;
  3. Develop the integrated inventory management training package;

In addition, the intern will assist in:

  • Write reports on the progress of activities
  • Assist the project coordinator in the development of future projects to strengthen the laboratory system, if necessary;
  • Other potential tasks as assigned by the supervisor.

To complete his/her responsibilities, the volunteer will be based in Ouagadougou and will interact under the supervision of the Project Coordinator with some MSHP structures such as the Directorate General of Pharmaceutical Supply (DGAP), the Directorate of Biomedical Laboratories (DLBM), the regional health directorates, the health districts and the providers at peripheral health facilities. 

 

The volunteer position is between 3-6 months.

 

Qualifications

Qualifications

  • Diplôme universitaire. Un diplôme dans un des sujets suivant serait un atout, mais non obligatoire : pharmacie, logistique en santé, système d'information sanitaire, biologie médicale, sante publique, ou autres domaines similaires ;
  • Capacité à gérer plusieurs tâches simultanément et à établir des priorités ;
  • Avoir des connaissances en matière d'analyse, de recherche et de présentation de données qualitatives et quantitatives ;
  • Maîtrise de MS Excel, PowerPoint, Word et Outlook ;
  • Bonnes compétences en matière de communication et de présentation et capacité à rédiger des documents/rapports de manière claire et concise;
  • Capacité à travailler dans un environnement multiculturel avec une forte éthique de travail, humilité et intégrité ;
  • Maîtrise du français obligatoire, la capacité en anglais sera un atout ;
  • Une expérience de travail en Afrique sub-saharienne sera un atout.

 

Qualifications

  • University degree. A degree in one of the following subjects would be an advantage, but not required: pharmacy, medical store management, Health Information System, biological laboratory, public health, or similar domains;
  • Ability to manage multiple tasks simultaneously and establish priorities;
  • Knowledge of qualitative and quantitative data analysis, research and presentation;
  • Proficiency in MS Excel, PowerPoint and Word and outlook
  • Good communication and presentation skills and the ability to clearly and concisely draft documents/reports;
  • Ability to work in a multicultural environment with a strong work ethic, humility and integrity;
  • Fluency in French is compulsory, capacity in English will be an asset
  • Experience working in sub-Saharan Africa will be an asset.
