Overview of position

Under the overall supervision of the Returns officer and the direct supervision of the Registration and Identification team leader , the incumbent will provide support in the planning, implementation, and administration of all technical aspects of Voluntary Humanitarian Return assistance, VHR operational activity in IOM Sabha in line with IOM’s policies and procedures, and donor requirements.

Role objectives

In particular s/he will: 

·Support the implementation of the VHR programme activities, identify and analyses issues and initiate follow up actions, support       communication and visibility activities within projects.

·Provide specialized assistance in the planning and implementation of protection part of the VHR ex Libya programme in a timely manner, early identification of protection cases, screening and/or referral of those cases in close collaboration with the protection team in Tripoli and Sabha.

·Organize outreach visit to detention centers as well as to the main urban locations out of Tripoli office to identify migrants interested in   IOM VHR programme whilst ensuring appropriate referrals to relevant units (protection, medical, direct assistance, technical   cooperation and or MPHSS

  • Assist in arranging meetings with embassies of third country nationals, community leaders and migrants to disseminate information on     IOM VHR assistant programmers and procedures. 

  • Support the liaison with government authorities, including the Directorate for Combating Illegal Migration (DCIM), airport authorities, diplomatic missions of the main third country nationals in Libya, national and international institutions, to implement VHR activities in Sabha.
  • Coordinate with appropriate colleagues to assist with travel documents and exit visas. Verify migrants’ document/identity as necessary and confirm the validity of travel documents prior interview appointment.
  • Conduct migrant interviews as needed using IOM standard forms, procedures, and code of conduct. Keep track and properly ensure that the information collected in the interviews is correctly and accurately entered IOM database. Coordinate with the appropriate colleagues to proceed with the booking.
  • In close coordination with the Registration and Identification team Leader, assist in planning and organizing charter flights, either directly from satellite offices or via Tripoli hub while always keeping track and properly ensuring that the information collected is correctly and accurately entered into Mimosa.
