The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Program Overview:

Accurate diagnosis requires the right mix of affordable and high-quality technology and health system efficiency. Not only is it important to choose the right technologies for each healthcare setting, there are also several essential health services that need to be functioning for testing to be delivered effectively. Many countries are still working to establish both the technology infrastructure and the associated health systems required. As such, testing remains a critical gap for many diseases.

The position would be on CHAI’s Global Diagnostics Team (GDT) which plays a lead role in helping to increase access to high quality, reliable, and affordable diagnostic services in low- and middle-income countries. GDT works closely with governments, manufacturers, donors and other diagnostics-focused agencies to improve the overall diagnostic system and ensures the timely and scaled rollout of the most appropriate screening, diagnostics, and monitoring technologies.

As an organization, CHAI takes a patient-centric and holistic approach focused on introducing innovative diagnostic technologies and delivery systems that are proven through evidence generation, catalytic adoption, and scale-up by national governments. Through GDT’s work, CHAI helps establish the conditions to support high-quality diagnostic systems and supports governments in building diagnostic networks that maximize testing coverage and referral to care while reducing costs.

CHAI is currently working with Ministries of Health and Minsitries of Finance in Sub-Saharan African countries to explore the potential for public private partnerships to strengthen their diagnostic systems (including laboratory and imaging services) and create long-term improvements in healthcare delivery. CHAI will work with these countries to assess, design, negotiate, and implement public private partnership projects between partner governments and the selected private sector organizations to realize the target impact.

Position Overview:

CHAI is seeking a high-performing and entrepreneurial individual for a key position as Country Support Associate. This individual will work closely with other CHAI colleagues to provide technical, strategic, and commercial guidance to CHAI country teams and Ministries of Health towards structuring and developing PPP agreements across a number of countries including Democratic Republic of Congo (DRC) and Côte d’Ivoire. Additionally, the Country Support Associate will support CHAI country teams in managing relationships with a broad set of internal and external stakeholders to ensure that the process for developing the PPPs is rigorous and evidence-based.

The right candidate for this role will:

• Be a highly motivated individual with superior analytical and problem-solving skills.
• Be proficient with both quantitative and qualitative data collection and analyses.
• Possess excellent written and verbal communication skills. This includes but is not limited to preparing compelling presentations and writing concept notes or project memos for technical and non-technical audiences.
• Be self-driven, resourceful, collaborative, comfortable working with some ambiguity, and adept at prioritizing efficiently across multiple workstreams.
• Be adaptable and skilled in navigating internal and external collaborations (e.g., with officials from partner governments/Ministries of Health).
• Have experience working in resource-limited settings and/or health systems.

The hiring team will consider offering this role at either the Associate or Senior Associate level, depending on candidate profile, applicable experience, and specific skillset. This position may be based in Abidjan, Côte d’Ivoire but there is flexibility for other program countries in West Africa, pending leadership approval and candidate qualifications.

• Serve as a trusted advisor to Ministries of Health, Ministries of Finance, PPP commissions, CHAI country teams, and in-country and global partners on the value proposition of expanding access to diagnostic testing and utilizing private sector capacity to strengthen diagnostic systems.
• Provide day-to-day thought partnership and technical guidance to country teams.
• Develop comprehensive assessment of the national laboratory and imaging systems in project countries, and design attractive investment case for improving country diagnostics.
• Act as the focal person for specific project countries and manage the relationship between the Global Diagnostics Team (GDT) and CHAI Country Teams.
• Support countries in determining the structure and scope of PPP agreements that address their diagnostics challenges and strengthen their diagnostic capacity.
• Lead the development of key deliverables summarizing the analysis of country diagnostic systems.
• Ensure rigorous and timely response to all requests from the project leadership team and external / donor partners.
• Provide evidence-based advice to countries to inform the development of PPP agreements.
• Collaborate with other CHAI teams to conduct the necessary feasibility studies, financial modelling, and economic analysis for the approved project scope.
• Work with CHAI country teams to assist Ministries of Health in determining evaluation criteria for PPP bids and metrics to assess potential partners.
• Troubleshoot technical and programmatic issues raised by countries and coordinate appropriate support to address these issues from GDT and other CHAI Global Teams.
• Work with CHAI country teams and Ministries of Health to define the specific key performance indicators for the PPP projects, and develop the system for monitoring/managing performance of the contracted private sector partner(s).
• Work closely with country teams to develop compendium of lessons learned and other evaluative evidence of the program which can inform policy decisions.
• Support country offices to develop key communication materials summarizing progress and key achievements of PPP arrangements in-country.
• Other responsibilities as needed.

• Full working proficiency in French and English.
• 3 to 6 years of professional work experience.
• At least 2 years experience living and working in resource-limited settings, particularly in Sub-Saharan Africa.
• Team player with proven capacity to effectively build and manage relationships with stakeholders and colleagues from various cultural backgrounds.
• Strong analytical and conceptual thinking skills, including technical proficiency in Microsoft Excel.
• Excellent written, verbal, and visual communication skills (including mastery of Microsoft PowerPoint and Word for communicating ideas clearly and concisely).
• Ability to think strategically, handle ambiguity, and work in a fast-paced, limited-structure, multicultural environment.
• Demonstrative ability to think creatively and a willingness to add value to the team.
• Willingness to travel up to 40% of the time for meetings with in-country and global stakeholders (frequency of travel could reduce depending on base location).

Preferred

• Undergraduate/Graduate degree, preferably in public health, public policy, or business administration.
• Preference for at least 2 - 4 years of relevant experience in public health.
• Diagnostics-related experience, either in a programmatic or clinical setting.
• Experience working in management consulting or similar fast-paced results-oriented environments.
• Experience working on healthcare-related projects or in the private healthcare industry, particularly within diagnostics.
• Experience working with Sub-Saharan African governments, particularly Ministries of Health and/or Finance.
• Willingness to be based in Abidjan, Côte d’Ivoire
