The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

 

The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

Introduction


This position is located within the Department of Statistics (STATISTICS). STATISTICS is responsible for the collection, production and dissemination of labour statistics published on ILOSTAT, the ILO’s central statistical database. 

The incumbent will work in the Data Production and Analysis Unit (DPAU), which maintains the ILO Harmonized Microdata collection and is responsible for the development and maintenance of numerous econometric models designed to produce national, regional, and global estimates for the ILO modelled estimates data series. The incumbent will contribute to improving the timely collection, production, and dissemination of labour statistics through ILOSTAT.  

The incumbent of the position will report to the Head of the Data Production and Analysis Unit (DPAU).

 

Specific Duties

1.    Identify and process microdata sets using DPAU’s standard microdata pre-processing methodology which will be utilized for deriving labour market indicators for publication on ILOSTAT. This will require reviewing survey questionnaires, mapping variables from national to ILO concepts, and pre-processing microdatasets to a standardized format using Stata.
2.    Develop and run R scripts to fulfil ad-hoc ILOSTAT data production requests, including the production of internationally comparable datasets, leveraging the ILO Harmonized Microdata collection.
3.    Assist with the Unit’s data collection activities, by processing excel files received through the annual ILOSTAT questionnaire, ensuring the application of data quality control protocols, and draft correspondence to address data gaps, errors, and discrepancies.
4.    Contribute to the technical assistance provided to ILO Member States by preparing tailored microdata processing routines, including the estimation of labour market transitions and labour flows using panel data. Provide input to supporting training materials and technical guidelines and participate in related training missions.
5.    Liaise with relevant ILO technical departments to verify that standard ILO methodologies related to sampling, questionnaire design, and processing of derived variables are applied in the design and implementation of School-to-Work Transition Surveys. Produce related analysis.
6.    Provide technical support related to compiling and processing industrial relations data including trade union membership, collective bargaining coverage, strikes and lockouts, and ensure, to the best extent possible, that the derived data are disaggregated by status in employment and sex.
7.    Perform other relevant duties as assigned.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

Generic Duties

1. Undertake research, collect, compile, and analyse statistical data by identifying and deciding on sources of data. 
2.    Responsible for the review and checking of questionnaires received from national statistical offices; detect and correct obvious errors in reporting and identify inconsistent data or data gaps and draft correspondence to obtain clarification.
3.    Evaluate suitability of data. Check data validity and make adjustments accordingly.
4.    Transfer data to database and record appropriate technical notes.
5.    Maintain a database and oversee input by statistical support staff. Provide technical guidance to support staff in the extraction of data from sources, as well as entry and retrieval from databases and in various statistical calculations and compilations.
6.    Develop questionnaires or revise existing ones to incorporate recent changes and developments.
7.    Participate in training sessions, meetings, and seminars as resource person.
8.    Respond to inquiries from users concerning the information disseminated and the availability of data

 

Required qualifications

Education

First level university degree (bachelor’s or equivalent) in the field of statistics, mathematics, economics or other relevant fields with training in basic and applied statistics or similar studies. 

Experience

Three years of experience using and processing microdata from household surveys (such as labour force surveys, income/expenditure surveys, living standard surveys). 

Languages

Excellent command of one official language of the Organization (English, French, Spanish).

Knowledge of computer science and its application to statistical work.  Excellent programming skills in Stata and R. Ability to carry out assignments in accordance with instructions and guidelines. Data collection and analytical skills.

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
