The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

The Global Road Safety Partnership (GRSP) is a hosted programme of the International Federation of Red Cross and Red Crescent Societies (IFRC), representing a global partnership between business, civil society and government, dedicated to the sustainable reduction of road trauma. In collaboration with its members, GRSP is a leading contributor to global road safety knowledge, and through a participatory approach in its project work, builds capacity of road safety stakeholders and encourages the adoption of global good practice to address local road safety issues.

Job Purpose

This consultancy will enhance GRSP’s capacity to develop evidence-based road safety initiatives, including ongoing development, enhancement and delivery of technical road safety educational resources and courses.  The target audiences of the programmes include participants from junior through to senior road safety practitioners working to improve road safety in their area of responsibility.

The person filling this role will have an extensive understanding of contemporary global road safety issues and agendas, a strong track record of employing road safety research skills and experience with a focus on behavioural risk factors and translating this to and educational material. Expertise in the development and delivery of road safety technical content is also required. This position requires a person who has experience in and understanding of technical and legislative facilitators and barriers to effective road safety policy development and implementation and road policing capacity building and implementation in the context of low- and middle-income countries.

This activity is aligned with Strategic Aim 2 of the S2020 - Enable healthy and safe living.

Job Duties and Responsibilities

At the direction of the GRSP Chief Executive Officer or Global Manager:

  • Provide advice and guidance to GRSP on programmatic development, based on the road safety evidence base.
  • Review, revise and take part in the delivery of road safety technical training resources with a focus on the development and delivery of road safety leadership related programmes.
  • Develop new technical training resources as required, including expanding the suite of global road safety and road policing courses, taking into account content that keeps pace with global trends and their relevance to the low- and middle-income context.
  • Travel to a variety of international locations, which may include low- or middle-income countries as required to deliver programmes.

Desired Outcome:

  • Expanded and enhanced GRSP knowledge, drawing upon the road safety evidence base.
  • Expanded GRSP capacity to deliver evidence-based road safety and road policing technical training, education and resources, focussed on international best practice principles.
  • New technical content successfully developed and delivered on time and within budget.

Method of delivery and reasons for selecting that method:

This Consultant is expected to work independently but with direction and guidance from GRSP’s CEO or Global Manager. The specific outputs and deliverables are outlined in the “Desired outcomes” section.

Education

Required

  • Postgraduate degree in public health or road safety, with a focus on behavioural risk factors.
  • Relevant technical training in road safety.

Experience

Required

  • At least 5 years’ experience working in the field of global road safety, with a preference for experience in road safety in the low- and middle-income country context.
  • At least 10 years’ experience conducting and publishing road safety research, with a focus on behavioural risk factors.
  • Experience in developing and delivering training programmes, including the development of complex theoretical content for lay audiences.
  • Experience in working with multiple international partners to implement training programmes.
  • Experience delivering technical content, particularly focused on road safety.
  • A minimum of 20 peer-reviewed road safety-related publications.
  • Demonstrated experience in managing complex partnerships to facilitate programmatic outcomes.
