Mission and objectives
The World Health Organization is a specialized agency of the United Nations Public Health Organization established in 1948. The objective of the World Health Organization shall be the attainment by all peoples of the highest possible level of health. World Health Organization achieves its goals by performing its essential functions: 1. Take a leadership role in key health issues and create partnerships when joint action is needed; 2. Set research priorities and encourage the acquisition, application and dissemination of useful knowledge; 3. Setting standards and criteria and encouraging and monitoring them; 4. Develop ethical and evidence-based policies 5. Provide technical support, be an agent of change and build institutional capacity in a sustainable way; 6. Monitor health status and assess health trends.
Context
WHO in the African region is advancing results based programme management cul-ture mainstreamed through planning, budgeting, monitoring and evaluation practic-es which form the basis of PBM unit. While some work in the form of instruments and guidance documents were developed, additional efforts are required to facilitate implementation at both regional and country office levels. The purpose of the as-signment is to strengthen results-based planning, monitoring, evaluation and report-ing practices at the Regional Office and country offices. The UN Volunteer will support the Regional Office, the Planning, Budgeting, Moni-toring and Evaluation (PBM) unit. He/she will be working with all PBM unit, Region-al Clusters Programme Management focal points and Country based Programme Management Officers Programme Management Officers under the guidance of the Technical Monitoring and Evaluation Officer on planning, budgeting, monitoring and evaluation. Furthermore, it is intended to improve the quality and results orien-tation of Cluster and Country Offices within the context of GPW 13 through the de-sign and the implementation of the key Planning, Budgeting, Monitoring and Eval-uation interventions in an integrated and holistic manner.
Task description
The Volunteer will undertake the following duties: • Support to the development and adaptation of tools and guidance and train-ing materials on planning, budgeting, monitoring, and evaluation including capacity building of country office and regional office staff results based pro-gramme management. • Support in knowledge, generation, management and maintenance of neces-sary tools, procedures, methodologies in coordination with the Technical Of-ficer through SharePoint repository • Support the PBM Team in following up with Clusters and Country Offices to ensure early, timely and appropriate utilization of resources. • Support the review and publishing of impact case studies generated through appropriate channels in coordination with the M&E Officer and Communica-tion teams. • Support in organizing PBM lead regional events that include MEC meetings, AFRO regional day, Regional Committee, Operational planning meetings and team retreats. • Support provision technical assistance to country offices and regional office clusters in planning, budgeting, monitoring and evaluation related activities particularly during SAM 1, MTR, SAM 2 and end of biennium assessments. • Support in the compilation and summarization of high-quality evidence from countries and clusters to facilitate results-based corporate reporting. • Support in coordination of evaluation activities with HQ including follow up on implementation of the biennium workplan by country offices, status of evaluation recommendations and HQ centralized evaluations. • Support Monitoring and Evaluation Officers in development of Member States briefing notes and organizing briefing sessions. • Any additional duties that may be assigned Strong analytical skills, excellent facilitation skills and ability to organize and imple-ment knowledge of results-based management, monitoring and evaluation frame-works and evaluations.
