The position holder shall be responsible to adhere & work within the ambit of Plan Indiaâs Safeguarding Children and Young People & Gender Equality Policies.

PROJECT OVERVIEW:
Plan India, the Principal Recipient (PR) for the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) is implementing several projects under the current grant cycle 2021-24.
India is committed to Eliminate Mother to Child Transmission (EMTCT) of HIV and Syphilis by 2024. Plan India is supporting the national EMTCT goals through Project AHANA working towards an AIDS free generation. The project is implemented in 13 states (Assam, Arunachal Pradesh, Bihar, Chhattisgarh, Jharkhand, Manipur, Meghalaya, Mizoram, Nagaland, Odisha, Sikkim, Tripura and Uttar Pradesh) through 4 Sub Recipients (SR)
Plan India is implementing projects for Key and vulnerable populations (H/TG, PWID/PWUDS, Bridge and Prisoners) to scale up HIV, TB, STI, and viral hepatitis intervention for incarcerated populations at prisons & other closed settings in 5 Eastern and 8 North-Eastern states of India; to promote integrated service delivery by establishing one-stop centers for clinical and behavioral aspects of HIV and social protection services among H/TG, PWUD/PWID, and Bridge population in select locations across India; to build the capacity of H/TG and PWUD/PWID community members and strengthen community systems (CSS) to increase community participation in the national HIV response.
The âSupply Chain Management Strengthening (SCMS) Project for HIV/AIDS and TB drugsâ aims to strengthen the technical capacity of the National AIDS Control Organization (NACO), Central TB Division (CTD), State AIDS Control Societies (SACS) and State TB Cells (STC) to design, manage and monitor supply chains for improved access and availability of high-quality ARVs, TB drugs, diagnostics and other commodities across India.
C19 RM KP grant to build a strong, sustainable, and resilient mechanism to address the needs of the key population through a community response implemented through 5 SRs.
KEY FUNCTIONS AND RESPONSIBILITIES :
Reporting to Finance Manager, the Finance Coordinator will be responsible for day to day activities of financial management and provide all support to Finance Manager on the grant. S/he will provide financial management support on various aspects of financial, documents review, audit, and support to sub recipients and visit to review and strengthen the financial system according to grant. S/he will be responsible for day to day-to-day financial activities.
Responsibilities:
Finance Coordinator will work in closely with other finance team to ensure that the project financial activities are executed on time and will be responsible for the following major activities:
1. Support to Finance Manager in consolidating the plans and budgets of the technical partners;
2. Monitor and analyse internal financial reports against budget and forecast and share with Finance Manager for internal and external meetings;
3. Coordinate with the concerned project technical team to ensure that periodic financial reports from partners are received in time;
4. Ensure that all necessary supporting documents are received from partners and verified for accuracy and adequacy;
5. Receive and review the monthly invoice along with supporting documents from service provider;
6. Follow with technical team to provide all supporting documents to process the payment;
7. Process the payment of SR after reviewing all supporting documents required under the contract;
8. Communicate the payment disbursement to SR;
9. Ensure that the financial documents are well organised and maintain for audit purposes;
10. Propose improvements to institutional finance processes of technical partners/vendor in consultation with the Finance Manager;
11. Ensure that all implementing partners meet reporting deadlines; maintain necessary communication with partner organizations in coordination with the concerned program official;
12. Ensure compliance of all financial operations of SRs and Vendor on a regular basis in accordance with laid down financial systems and procedures;
13. Conduct monitoring visits to partner organizations as and when required and support partner organizations on their financial management and donor compliance;
14. Review the internal controls and related systems of the SR partners and vendors.
15. Keep track of donor reporting milestones/deadlines;
16. Perform all other responsibilities as delegated by the supervisor and Sr. Finance Manager.
Education and Experience:
1. Post graduate / Graduate Degree in Commerce/ candidate having additional professional qualifications (MBA Finance) will be given preference.
2. 3-5 years of working experience in financial management and grant management in development sector;
3. Proven ability overseeing financial management and partners management of multi-state complex projects with tight deadlines and ambitious targets
4. Proven ability in interfacing with donors and ensuring compliance with statutory requirements
5. Excellent oral and written communication skills in English and working knowledge of Hindi.
6. Willingness to travel extensively to all the project implementation states and sub-grantee partner organizations.
7. Ability to train and mentor the junior staff as well as the finance staff of the partner organizations in accounting work / financial management.
Travel Requirement: 50% of the total time
