Org. Setting and Reporting

This position is located in the Travel Unit, General Administrative Services Section (GASS), Programme Support and Management Services (PSMS), of the Office of the High Commissioner for Human Rights (OHCHR). The incumbent reports to the Chief of GASS.

Responsibilities

Within delegated authority, the Administrative Officer (Head of Travel Unit) will be responsible for the following duties:

Travel Management:
• Plans and organizes the work of the Unit in the provision of travel related services.
• Supervises all Travel-related activities and provides support in all travel-related matters, ensuring that all official travel is undertaken in compliance with the UN travel policy;
• Oversees the administration of travel for staff and their dependents, including for experts, and facilitates the issuance of visas.
• Responds to travel related queries from staff, mandate holders and experts travelling on behalf of OHCHR.
• Certifies travel requests and approves expense reports.

Human Resource Management
• Initiates and coordinates actions covering the recruitment, placement, promotion, performance appraisal, vacancies, training, etc., ensuring consistency in the application of UN rules and procedures.
• Reviews post incumbency reports for purposes of vacancy management and staffing table control.
• Leads, oversees and coordinates the preparation and implementation of the work program and budget to ensure compatibility with work priorities and objectives, taking into account the most effective use of resources.

General Administration
• Implements and monitors support services, transport, travel and traffic
• Supervises a staff team and/or provide advice to others on travel related issues.
• Produces major/complex reports for management.
• Provides expert guidance and leadership to more junior staff.
• Performs other related duties as required, such as operational travel programme.

MANAGING PERFORMANCE: Delegates the appropriate responsibility, accountability and decision-making authority. Makes sure that roles, responsibilities and reporting lines are clear to each staff member. Accurately judges the amount of time and resources needed to accomplish a task and matches task to skills. Monitors progress against milestones and deadlines. Regularly discusses performance and provides feedback and coaching to staff. Encourages risk-taking and supports creativity and initiative. Actively supports the development and career aspirations of staff. Appraises performance fairly.

Education

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years of progressively responsible experience in administration, finance, accounting, human resources management or related area is required.

Experience applying travel guidelines in international organizations is desirable.

Experience with an ERP system, such as Umoja, is desirable.

Experience managing a team is desirable.

Experience in the United Nations Common System or other similar international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required; Knowledge of another UN official language is an advantage

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
