Danish Refugee Council, one of the world’s leading humanitarian NGOs working in 40 countries worldwide, is currently looking for a Non-Technical Survey/Community Liaison Officer in Mykolaiv. 

DRC has been operating in Ukraine for more than 10 years with emergency and durable solution interventions for assisting IDPs, returnees, host communities, and conflict-affected populations. With the outbreak of the conflict in February 2022, DRC has shifted its programming to emergency response to meet the urgent needs of conflict-affected population in the country.

 

Overall purpose of the role:

The overall role of the NTS/CL Officer is to implement and oversee all NTS/CL activities with DRC HDP Programme in Ukraine that includes:

1) Identification and assessment of hazardous areas through Non-Technical Survey that will identify intervention needs, enable safe return of communities and/or productive use of land;

2) Supervision of marking of contaminated areas, as part of NTS, that will generate a decrease in the number of casualties;

3) Community Liaison to maximize impact and ensure community participation in DRC-HDP HMA activities;

The NTS/CL Officer leads the deployment for NTS/CL activities following the procedures outlined in the current GOP and SOP as well as NMAS.

He/she keeps technical supervision over NTS/CL Operator and provides feedback and recommendations to HMA Operations Manager during the internal Performance and Development (P&D) assessment.

 

Responsibilities:

  • Assist TFM/OM in the identification of areas for NTS processes through desk studies;
  • Assist the TFM/OM in prioritising and the planning of NTS/CL tasks;
  • Identify hazardous areas within the project AOR, compile all necessary reports (in English and Ukrainian) as per NMAS and/or SOP and make recommendations for prioritisation of follow on intervention activities (such as MMC/BAC operations);
  • Implement NTS processes in compliance with relevant SOPs and guidelines, including desk research, individual interviews, focus group discussions, key stakeholders’ interviews and reporting;
  • Ensure marking activities are conducted in line with internal SOPs and National Mine Action Standards;
  • Conduct Community Liaison prior to, during and after clearance to guide the deployment of assets and verify the relevance and impact of the intervention (including post clearance surveys);  
  • Identify and report any EORE needs to HMA OM and Project managers for further EORE identified activities;
  • Identify needs for training and capacity building of NTS/CL team(s) and share with TFMOM;
  • Understand and follow all safety SOPs in Ukraine and communicate any change on the security situation to the Operations Manager and Safety Specialist;
  • Assist HMA TFM/Operations Manager with timely and quality NTS inputs to internal and external reports, concept notes, proposals, and other similar documentation

 

Reporting

  • Prepare weekly/monthly/quarterly work plans; 
  • Prepare weekly/monthly/quarterly reports;  
  • Keep accurate records of daily, weekly, monthly activities, beneficiaries involved, and risks identified, all in accordance with relevant government, donors’ and DRC-HDP regulations and requirements;
  • Ensure NTS data is submitted according to DRC-HDP Information Management SOPs;
  • Ensure and maintain equipment in good condition and report any damage to TFM;

 

Coordination

  • Proactively participate in regular DRC-HDP meetings and provide updates as appropriate;
  • Establish and maintain working relations with local authorities and with communities of intervention to ensure a smooth implementation of HMA activities;
  • Establish working relations and regular communications with security stakeholders (police, military, civil defence, vigilantes) in the areas of operations in close collaboration with TFM, OM and Safety Specialist;
  • Support the HMA Operations Manager and TFM in liaising with the above-mentioned stakeholders and authorities;
  • All other responsibilities included in the approved NTS/CL SOP;

 

Experience and technical competencies:

Essential:

  • Certificate/Accreditation of participation in a Deminers Training and NTS/CL by recognized INGO;
  • Knowledge of internal MMC/BAC SOPs;
  • Knowledge of Mines and UXO encountered in Ukraine (Basic EO recognition);
  • Excellent knowledge of topography and map drawing, basic handling of compass, GPS, laser range finder and digital camera;
  • Understanding of contamination size and problem in Ukraine;
  • Knowledge about MA stakeholders and partners in Ukraine;
  • Knowledge of local communities; actual inhabitants of these areas are preferred; 
  • good knowledge of MS Office programs and mapping programs;
  • Good organisational skills;
  • Good communicational skills;
  • Excellent ability to work in team;
  • Ability to communicate and work with English speaking expatriate members of DRC-HDP;

Desirables

  • At least 1 year of proven previous experience in NTS and/or Community Liaison and/or other HMA activities (such as deminer or EOD team member)
  • Excellent communication skills is an asset
  • Excellent Computer skills

 

Education

  • Secondary/High school education
  • HMA experience

Languages:

Fluency in Russian and Ukrainian; Working level of English is compulsory
