Junior Policy/Data Analyst, Conflict and Fragility

The Development Co-operation Directorate (DCD) supports co-ordinated, innovative, international action to accelerate the implementation of the 2030 Agenda in developing countries and improve financing for the Sustainable Development Goals (SDGs). The Directorate helps set international standards for development co‑operation, supporting the OECD Development Assistance Committee (DAC), and monitors how donors deliver on their commitments. Drawing upon OECD-wide expertise, DCD supports members and partners with data, analysis and guidance.

The DCD also provides the Secretariat to the DAC International Network on Conflict and Fragility (INCAF), which is a unique network of bilateral donors and key multilateral agencies working in fragile situations. The group works together to deliver better humanitarian, development and peace programming, co-ordination and financing in fragile and conflict-affected states. The Secretariat of the network is located in the Division for Global Partnerships and Policies (GPP).

DCD is looking for a Junior Policy/Data Analyst to support the development of the OECD multidimensional fragility framework (including its methodological and statistical review), maintain and update of the States of Fragility data platform, and produce data driven analysis on economic and financial issues in fragile contexts. The successful candidate will be an active and substantive contributor to the team’s research agenda and, where appropriate, lead on elements of research according to their experience and skills.

The Junior Policy/Data Analyst will report to both the Policy Analyst who oversees the research for the States of Fragility series, and the Policy Analyst who oversees the economic and financing workstream, under the oversight of the Team Lead for Conflicts and Fragility in DCD/GPP under the overall guidance of the Head of the Division.

Main Responsibilities

Research, analysis, and drafting

• Conduct and support research and data analysis, and assist the drafting processes related to\:
• preparation of the States of Fragility 2024 report and related materials;
• evidence-based analysis of economic and financial issues in fragile contexts, including financing strategies; and
• evidence-based analysis of the financing for forced displacement situations.
• Maintain and update the OECD fragility platform.
• Conduct research and analytical work leading to the preparation of ad hoc and working papers  related to crises and fragility.
• Contribute to and support strategic thinking and reflection on the use of online platforms, data management and data visualisation.

Co-ordination, representation and liaison

• Prepare outreach and promotional materials for the dissemination of the Team’s work, and assist with organising launch events, workshops, conferences and other meetings.
• Support the creation and dissemination of social media content.

Other tasks

• Carry out other tasks required to enable the Crises and Fragility Team to deliver on its overall objectives.
• Contribute to joint projects and activities of other teams in GPP, DCD, and the OECD, including activities with key partners/organisations engaged in conflict, fragility, and resilience-related issues.

Ideal Candidate Profile

Academic Background

• An advanced university degree in economics, development economics, political science, international relations, statistics or other relevant discipline.

Professional Background

• Experience working on development co-operation in national governments, international organisations, think tanks or NGOs, ideally related to conflict, fragility or resilience.
• Demonstrated expertise in data management, analytics and visualisation. Experience in managing databases and datasets is an asset.
• Ability to organise and summarise complex material clearly for both specialised and non‑specialised audiences using different written and verbal media.
• Familiarity with economic, social, environmental and other statistics used in developing country contexts.
• Excellent organisational, communication and, especially, drafting skills, with the ability to work collaboratively and creatively in a team.

Tools

• Proficiency in the use of standard (Microsoft Office) software applications.
• Proficiency in the use of “R” statistical software. Alternatively, Stata, Python or a similar tool.
• Familiarity with the OECD’s Creditor Reporting System (CRS) data and other ODA datasets is recommended.
• Experience in the use of Geographic Information System (GIS) tools such as QGIS or ArcGIS is an asset.

Languages

• Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reaching a good working level.
• Excellent drafting ability in English.

Contract Duration

• Fixed term contract of 13 months with the possibility of renewal.
• Start date as soon as possible.

Salary Information

• Monthly base salary starting from EUR 5 221, plus allowances based on eligibility, exempt from French income tax.

Selection Process

• For retained candidates, written tests/video-recorded interviews are foreseen mid-April and panel interviews are planned for early June.

Please note that our Rules and Regulations stipulate that the mandatory retirement age is 65.
