Overview

The Orphans and Vulnerable Children (OVC) and Adolescent Girls and Young Women (AGYW) Activity is a five-year, USAID-funded award that is designed to prevent new HIV infections and optimize outcomes for those living with HIV by fostering resilience among high-risk children, youth, and their caregivers in high-burden counties in South Sudan. Interventions will be delivered at three levels to achieve all outcomes: (i) strengthened capacity of most vulnerable households to provide basic needs for their children and other family members; (ii) improved retention in care, treatment adherence, and viral load suppression for children and adolescents living with HIV; (iii) reduced incidence of new HIV infections among adolescent girls and young women; (iv) decreased experiences of sexual, physical, and emotional violence among children, adolescent girls, and young women.

The Deputy Chief of Party (DCOP) will provide technical and clinical leadership and project oversight in the areas of HIV prevention within OVC and AGYW populations in South Sudan.   The DCOP will support the design and implementation of service delivery strategies based on scientific evidence and will work closely with technical implementation teams to ensure the project is progressing towards expected results.  They will also work with M&E staff to ensure project deliverables are monitored and course corrections are identified and implemented as appropriate. The position will provide leadership and support training and mentoring project personnel, facility and community teams as well as local organization teams and other stakeholders as appropriate.

 

The DCOP report to the Chief of Party and serve on the project senior management team, and will oversee and ensure the technical and methodological soundness of all project activities. In collaboration with project team and partners, the DCOP will support the design and implementation of service delivery strategies based on scientific evidence. The selected candidate will also act as COP in the COP’s absence.

Responsibilities

Technical & Program Leadership

  • Provide technical leadership, strategic direction, oversight and definition for effective project activities
  • Establish and implement a system to ensure technical quality of all project activities
  • Provide technical leadership to the development and implementation of project strategic approach, work plan, and project monitoring, in close collaboration with MOH and other stakeholders to ensure results oriented, impactful implementation and compliance with award.
  • Assure use of evidence-based capacity building approaches, including training materials, standards, job aids, curricula and supervisory support systems
  • Develop and maintain routine communication with project team including subcontractors/subgrantees and community care workers to facilitate routine identification of quality gaps and provide support to improve service delivery to beneficiaries.
  • Work with M&E staff to design and implement a plan to track, analyze and utilize data to inform adjustments in project implementation which mirrors the systems approach to quality improvement required for continuous quality improvement among public and private sector counterparts.
  • Document successes, challenges and lessons learned in implementation consistent with collaborative learning and adaptation, assuring such efforts are reflected in formal and informal project reporting.
  • Lead the formulation of innovative approaches for further adoption at scale
  • Actively participate in relevant technical advisory/working groups and professional fora representing the project and Jhpiego
  • Supervise technical staff
  • Manage technical contributions of subgrantees, including defining scopes of work
  • Maintain excellent relationships with USAID and in-country stakeholders and develop rapid responses
  • Maintain regular communication with Jhpiego’s global HIV-Infectious Disease technical and Baltimore-based program staff to drive efficient and compliant program operation
  • Ensure compliance with USAID regulations, as well as Jhpiego regulations

Program Management

  • Provide day-to-day technical and programmatic oversight for design, planning and implementation of activities in support of the ACHIEVE’s goals and objectives
  • Work closely with Chief of Party and finance team to ensure tracking of the budget on a regular basis.
  • Foster relationships with implementing partners, the Government of South Sudan institutions, and USAID/PEPFAR, in coordination with the Chief of Party and Country Director
  • Serve as a member of Jhpiego’s Senior Management Team in South Sudan, and to contribute to the mentoring, and managing a team of highly qualified staff and aligns their efforts to ensure rapid and sustainable results
  • Oversee technical and programmatic capacity building for project staff and community care workers.
  • Ensure that program is technically sound, evidence-based, and responsive to the needs of South Sudan, its people, and donor

Required Qualifications

  • A Medical Degree and/or an Advanced degree (minimum Master’s) in public health, health administration, international health or a related field, or extensive experience in the field that proves the candidate has gained the necessary knowledge, skill, and abilities to be able to perform the functions of the advertised position proficiently.
  • A minimum 3-4 years’ of progressively responsible experience implementing and/or providing technical assistance in HIV prevention, OVC and/or DREAMS-related programming or another related field
  • Strong analytical and clinical experience -- developing solutions, assisting in the design of related operational research, and translating research into practice.
  • Demonstrated experience in developing institutional capacity in government institutions in South Sudan or similar context.
  • At least 5 years of management and supervision experience, including managing a project team composed of several technical experts and fostering team work.
  • Strong communication skills, including interpersonal, presentation, written and oral English, to fulfill the diverse technical and managerial requirements of the Activity and to coordinate effectively with a wide range of stakeholders.
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  • Decisiveness- makes quick and appropriate decisions as required
  • Ability to communicate with stakeholders at all levels
  • Integrity- acts according to Jhpiego core values; uses ethical considerations to guide decisions
  • Time management- manages conflicting priorities to meet deadlines under strict time constraints
  • Knowledge of USG and USAID/PEPFAR programs, regulations, compliance, and reporting
  • Ability to travel nationally and internationally (up to 50% of time).

Preferred Qualifications

  • A minimum 7-10 years’ of progressively responsible experience implementing and/or providing technical assistance in HIV prevention, OVC and/or DREAMS-related programming or another related field
  • A meaningful portion of experience in South Sudan, implementing and/or providing technical assistance in HIV prevention, OVC and/or DREAMS-related programming or another related field is highly desirable
  • Working knowledge of local languages preferred.
  • Preferred management experience with USG programs.
