Overview

The Project Finance and Administration Director will oversee the financial planning, management and reporting activities in support of an anticipated five-year, multi-country, PEPFAR / CDC-funded project to strengthen the capacity of host-country governments and non—governmental organizations to sustainably combat HIV/AIDS and tuberculosis.  The primary objective of this project is to support countries to sustain low levels of HIV incidence while supporting greater ownership and management of projects. The Project Finance and Administration (F&A) Director will work closely with the Project Director, Senior Management Team, Global Program Staff, and project country offices to ensure timely and accurate financial, contractual and administrative management, representation, analyses and reporting to the project management team, partners and agencies external to Jhpiego. This position is directly accountable for the financial, contractual and administrative compliance of the award. The F&A Director will be based in Jhpiego’s Baltimore office and international travel will be required.

 

This position is contingent upon award and annual funding from CDC.

 

Responsibilities

 

  • Ensure accurate financial, contractual and administrative reporting of the project compliant with Jhpiego and CDC rules and regulations, and terms and conditions of the award
  • Ensure effective program start-up including developing necessary financial tools, templates and manuals for use by program, country teams and partners
  • Oversee day-to-day coordination of financial activities ensuring cost efficiency
  • Lead development of annual budgets and provide guidance for local country finance staff to ensure all project activities and local costs are accurately budgeted.
  • Prepare monthly, quarterly, and annual financial reports by consolidating and utilizing financial information from various sources including but not limited to SAP, QBE, and internal financial forecast and labor data.
  • Oversee and manage all sub-grants budgets and ensure subaward management policies and processes are in place, ensuring compliance and reporting of sub-awardee, and building their capacity as needed
  • Ensure that Jhpiego human resources and administrative procedures are in place for project
  • Oversee project’s day-to-day cash needs, payments, procurement, contracts, sub-grants, reviewing/processing invoices, district office start-up, operation systems, policies and procedures, consultant payments
  • Provide guidance to project team members regarding the financial requirements of the project and office operations in compliance with CDC, Johns Hopkins University, and Jhpiego procedures and policies
  • Lead the development, monitoring, and review of project budgets; conduct monthly financial analysis with project and country teams and budget vs. expense reports to determine reasonableness of variances and take appropriate actions, as required in consultation with Project Director and relevant staff
  • Facilitate the work of external audits and ensure that financial records are properly maintained and readily available during audits
  • Ensure that CDC resources are appropriately directed to project priorities and are in line with project work plans
  • Provide financial reports, including pipeline analysis, quarterly project reports, and other ad hoc reports as requested by the donor
  • Perform pipeline analysis, including review of accruals and commitments of the current portfolio to ensure projects operate within allocated budgets and according to the contractual terms and ensure validity of the same
  • Monitor burn rates, subaward financial expenses and budget to actual reports and make clear recommendations for implementation
  • Mentor, support, an oversee the work of a team of highly qualified staff to ensure alignment of their efforts in concert with project goals resulting in rapid and sustainable results
  • Ensure that Jhpiego human resources and administrative procedures are in place for the project and staff are compliant. These include time keeping, tracking of leave, sick days, absence, personnel employment records, and other human resources actions
  • Under the direction of the CFO’s office, support all financial, compliance or funder audits requiring review of CDC program funds and expenditures 

 

Required Qualifications

  • Advanced degree in Business Administration, Public Administration, Finance, Accounting or relevant field preferred
  • At least 10 years of experience in administrative and financial management in donor funded managing grants or contracts of a similar scope of work and budget (>$20 million) and proven results successfully staying within budget and compliant with all donor and organizational requirements.
  • At least five years work experience in senior management.
  • Direct PEPFAR/OGAC experience
  • Experience with financial analysis, financial reporting, cash flow analysis, budget development and forecasting, preferably on international health projects  
  • Experience providing financial planning and management, human resources and procurement for projects in Sub-Saharan Africa
  • Previous direct supervisory experience of professional and support staff
  • Knowledge of USG cost principles, including CDC regulations, GAAP accounting rules and grants contract management
  • Demonstrated experience organizing resources and establishing priorities
  • Demonstrated experience leading a capacity-building approach for CSOs, providing capacity building assistance at individual and organizational levels
  • Subcontract or subagreement financial management experience
  • Knowledge of financing mechanisms - contracts and grants and their relevant terms and conditions
  • Experience developing and/or implementing finance and accounting policies, procedures and systems
  • Strong interpersonal and team-building skills with significant experience building strong host country national team;
  • Excellent verbal, written, interpersonal, and presentation skills in English and French
  • Experience hiring and supervising personnel
  • Excellent skills in facilitation, team building, and coordination
  • Ability to coach, mentor and develop financial and administrative capacity of project staff
  • In depth knowledge financial software applications, databases and spreadsheets, including QuickBooks Enterprise, and Microsoft Office
  • Ability to travel internationally up to 30% of the time
