Overview

The Strategic information (SI) Advisor will provide technical leadership and guidance in planning and implementing appropriate SI/M&E systems, activities, and technical assistance for an anticipated Centers for Disease Control and Prevention (CDC) project focusing on community and facility-based HIV prevention, testing and treatment services in Namibia. This includes providing technical leadership to develop and implement the project framework, plans and indicators to capture project performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all project activities. The SI Team Lead will oversee the M&E team to design, implement and supervise regional M&E activities, ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcome. This position will collaborate closely with in-country stakeholders, including national, regional, and local government, civil society, and other PEPFAR implementing partners to share data from program results, evaluations, assessments, research and lessons learned from implementation. The project will operate over a five-year period. This position is contingent upon award from CDC.

Responsibilities

Leadership

  • Provides technical and strategic guidance in the capture, analysis and dissemination of clinical and programmatic data generated by the project.
  • Oversees the development and implementation of the project’s Evaluation and Performance Monitoring Plan (EPMP) and Data Management Plan (DMP) to collect, use, and disseminate performance indicators and results over the life of the project, including routine service delivery data reporting, baseline and end line assessments, and all monitoring for process and outcome evaluations
  • Ensures that all data collected by the project conform to CDC, PEPFAR, and Jhpiego data management and data quality guidelines, as well as national MOH guidelines.
  • Oversees real-time data use including weekly, monthly and quarterly data review meetings; implements remediation efforts that address identified gaps and challenges for project overall and at site level.
  • Oversees the development of data analytics to monitor cascades of care, programmatic pivoting, and key and priority populations. Analyze progress to targets continuously to ensure activities are on track. Develops information products (data visualizations, presentations, dashboards) to facilitate the ongoing use of programmatic data for continuous quality improvement
  • Develops, refines, and implements SOPs for data collection, management, and use at site-level to ensure that data meets quality standards.
  • Leads site-level data verification, Data Quality Assessments (DQAs) and audits, and ensures that appropriate verification activities are routinely carried out during the project lifecycle
  • Ensures alignment of project systems, tools, and approaches with Namibia MOH’s national monitoring and evaluation guidelines, protocols, information and reporting systems
  • Leads capacity development of project staff and local partners in project’s collaborating, learning and adaptation.
  • Oversees and/or conducts targeted assessment, evaluations and operations research, as developed through the EPMP, ensuring compliance with Ministry of Health and Johns Hopkins University institutional review board policies, as applicable.
  • Writes and reviews technical components of proposals, protocols, papers and publications

Management

  • Supervises a team of M&E/SI Officers and Data Clerks to product high-quality data and data products. Supports site-level M&E/SI staff where engaged by facilities or local health teams.
  • Ensures that the project meets its reporting requirements to the donor, including narrative reporting, performance measure reporting, DATIM submissions, and internal Jhpiego reporting requirements.
  • Collaborates with CDC, other donors and contractors, industries, and academic and research institutions to share evidence and provide feedback to project
  • In collaboration with program and financial staff, tracks M&E budgets related to project and activity budgets. Leads development of SI elements of the work plan and budget.
  • In collaboration with program staff, ensures that necessary M&E planning, budgeting and management activities occur to facilitate smooth and efficient program functioning
  • Support and guide capacity building through trainings, mentorship, and supervision on M&E/ SI activities

 

 

Required Qualifications

 

  • Advanced degree in epidemiology, demography, public health, or related health, medical, or social science discipline.
  • At least 7 years’ experience in monitoring and evaluation of large-scale international HIV PEPFAR-funded projects,
  • Proven capacity in building and managing a diverse team of technical and to support staff
  • Proven expertise in quantitative and qualitative methodologies, implementation research, health management information systems, reporting, data quality
  • Demonstrated experience working with PEPFAR programs and strong familiarity with CDC reporting requirements.
  • Strong data management and analysis skills
  • Advanced knowledge of PowerBI, DHIS2, and electronic medical records
  • Strong technical skill and ability to process and analyze data using one or more statistical software packages, including at least two of the following: R, SPSS, Stata
  • Strong oral and written skills in English, including demonstrated technical writing skills for publication

Preferred Qualifications

  • Familiarity with Namibia’s SI guidelines a plus.
  • Experience with other data collection and management tools (Kobo, ODK Collect, Redcap, CommCare, Go.Data), data visualization software (Power BI, Tableau, ArcGIS, QGIS), or programming languages (R, Python) a plus.
