Overview

Reporting to the Sr. Director, Global Program Finance, the Director, Global Program Finance plans and conducts complex studies to improve the operational and financial effectiveness of Jhpiego operations. Responsible for accuracy and timeliness of project consolidated financial statements and financial analyses. Supports all aspects of Jhpiego’s mission by providing administrative leadership in the development of efficient and effective financial processes, procedures and policies. Collaborates with Jhpiego divisions to improve the financial effectiveness to achieve financial targets. Performs cost and financial analysis of financial reports and data, and prepares subsequent narrative analysis for management. Utilizes knowledge of the institution’s financial accounting systems.

Responsibilities

Financial Oversight

  • Directs and monitors the performance of financial activities across multiple portfolios of work
  • Monitors portfolio performance against donor requirements, ensuring adherence to applicable Jhpiego and JHU guidelines and USG/donor rules and regulations
  • Works with the Sr. Director, Global Program Finance and the COFO to develop, implement and enforce financial policies and procedures to support robust financial management at the country level
  • Establishes quality standards for assigned portfolio areas that ensure consistency and align with overarching strategies
  • Develops and implements a coordinated approach of administering activities that impact multiple portfolios, ensuring seamless delivery of financial services
  • Identifies financial and governance related concerns/issues and high risk activities, facilitating the problem resolution process to mitigate
  • Partners with others to drive the development of financial analysis and reporting tools
  • Utilizes thorough knowledge of financial and accrual accounting concepts to maintain an accurate and complete financial understanding of Jhpiego’s activities
  • Communicate favorable and adverse trends to CFO and initiate a problem definition and resolution process. Records, classifies, and summarizes financial transactions and events in accordance with generally accepted accounting principles 
  • Applies expert knowledge of applicable laws and regulations; verifies documents for completeness and compliance with government and private agencies 
  • Coordinates and/or participates in the research and evaluation of financial software packages and make suggestions regarding purchases of new programs and upgrades of existing programs to maximize productivity with departmental staff
  • Provides training and guidance as needed in the areas of financial reporting and analysis and budget development
  • Provides expert input to departmental manuals and training material for finance staff.

Country Support

  • Provides expert level guidance, support and advice on financial policies, procedures and best practices to a country or global project of significant scope and complexity
  • Acts as key partner and contributor of expertise and industry knowledge pertaining to financial activities in the assigned country that inform the development, design and delivery of effective budgets, workplans and processes in support of broader program objectives and program strategies
  • Performs financial analyses as required to maintain control and explore opportunities within Jhpiego
  • Develops financial reports for forecasting, trending and results analysis for Jhpiego
  • Analyzes complex financial data and defines relevant information; interprets data for the purpose of determining past financial performance and/or to project a financial probability.

Stakeholder Engagement

  • Builds and enhances positive relationships with Jhpiego’s leadership
  • Builds strong collaboration and teamwork across portfolios and within Jhpiego and JHU departments
  • Establishes communication channels with stakeholders across portfolios to obtain feedback and ensure that they receive financial information accordingly.

Supervision

  • Provides coaching, guidance and mentorship to direct report(s) where needed
  • Sets targets and objectives for assigned area and delivers results
  • Grows team expertise to align with program and organizational direction while continually looking for ways to provide / enhance the value delivered
  • Leads a high-performing team and provides ongoing feedback and performance reviews
  • Tracks, monitors and effectively addresses and / or rewards performance of team members
  • Manages employees in compliance with all HR policies, procedures, guidelines
  • Shares knowledge, information, skills and subject matter expertise among the team and ensures the timely communication of issues while encouraging good working relationships with other functions / teams
  • Recruits for all hires to ensure a highly diverse, qualified workforce with the necessary capabilities needed to achieve goals.

Required Qualifications

  • Advanced degree in finance (MBA,etc.)
  • 12 years' financial or cost management experience in international development program operations required; 15 years' experience preferred
  • Experiece overseeing multiple portfolios of work with significant scope and complexity 
  • In-depth knowledge of USAID, CDC, DOD and other international donor agencies
  • Knowledge of cost accounting methods and practices applicable to management of private and federal monies
  • Ability to exchange non-routine information using tact and persuasion as appropriate requiring good oral and written communication skills
  • Effective communicator and can explain the organization’s direction and motivate others with strong, honest leadership
  • Problem solving skills and excellent general management skills particularly in facilitation, team building and coordination
  • Sub-contract and sub-agreement financial management experience
  • Comfortable with a team approach to management and the ability to manage several major activities simultaneously
  • Experience developing finance and accounting policies, procedures and systems
  • Demonstrates a leadership and management style that works in cooperation with others who represent a wide range of interests and needs
  • Experience with international, non-profit organizations (larger than $50M), as well as a multi-office, multi-national environment
  • Understanding of the difference between contracts and cooperative agreements and their relevant terms and conditions
  • In depth knowledge financial software applications, databases and spreadsheets.
  • Ability to travel up to 20% of the time.

 

 

The salary range for this role is expected to be: $118,619 - $142,342

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
