Overview

Jhpiego seeks a Capacity Building Director to support an anticipated five-year, multi-country, PEPFAR/CDC-funded project to strengthen the capacity of host-country governments and non- governmental organizations to sustainably combat HIV/AIDS and tuberculosis.  The primary objective of this project is to support countries to sustain low levels of HIV incidence while supporting greater ownership and management of projects.  The Capacity Building Director will have the overall responsibility of leading the design and implementation of programs to advance the CDC’s goal of transitioning local PEPFAR and other health partners to direct awards. They will regularly work with PEPFAR stakeholders and local institutions to develop individual, organizational and systems learning initiatives that best position local organizations to support transition, assume leadership as prime implementing partners, MEL, and award management activities. The position will oversee the technical work of Jhpiego staff and subcontractors and will contribute to task order proposal development as required.  The Capacity Building Director will be based at one of Jhpiego’s country-based offices in sub-Saharan Africa and international travel will be required.

 

This position is contingent upon award and annual funding from CDC.

Responsibilities

  • Provide leadership and strategic design and direction to ensure programmatic integrity and technical guidance of the project related to locally-led and owned capacity building approaches
  • Ensure the project is technically sound, evidence-based and responsive to the needs of local partners, stakeholders, and donor
  • Develop and maintain strong working relationships with CDC, local implementing partners, private sector partners and other key stakeholders to maximize resources and avoid duplication of effort
  • Manage and continually expand Jhpiego’s global network of country offices, consultants, provider organizations, and other organizational partners and PEPFAR-focused implementing partners
  • Represent Jhpiego and the project’s progress, achievements and lessons learned to donors, other key stakeholders, and through meetings, conferences, and presentations
  • Provide technical leadership, assistance and training to ministry of health, multilateral/bilateral agencies, private sector and existing and prospective implementing partners and ensure the quality and sustainability of interventions
  • Administer and oversee local organizational partner assessments and capacity strengthening action plans that are tailored to project and partner needs.
  • Oversee the quality, preparation, and timely submission of project reports to donor
  • Mentor, supervise and manage a team of highly qualified staff and consultants and align their efforts to ensure rapid and sustainable results
  • Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data/results
  • Work with the Project Director to ensure compliance with the terms of the award
  • Work with finance and project staff to develop and track project budgets over the course of the program activities

Required Qualifications

  • Advanced degree in public health or a related field
  • 10+ years' experience successfully managing large, multi-year international health sector development projects that have implemented successful activities related to capacity development for government and non-governmental organizations.
  • At least five years working experience in senior management.
  • Experience designing and leading organizational capacity development activities for donor-funded projects in the field of public health
  • Direct PEPFAR/OGAC experience
  • Strong working familiarity with CDC regulations and policies. Understanding of USG localization policies and tools
  • Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out
  • Experience recruiting and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with CDC, host-country counterparts and NGOs and CSOs
  • Expertise in research to practice—identifying and adapting best practices in capacity building to specific project contexts
  • Excellent skills in facilitation, team building, and coordination
  • Excellent verbal, written interpersonal and presentation skills in English is required
  • Ability to coach, mentor and develop technical capacity in regional and national projects and technical staff
