Overview

The Project Director will provide vision, overall technical and programmatic leadership, and managerial oversight for the PEPFAR/CDC-funded technical assistance project: Strengthening of the Kingdom of Eswatini's Voluntary Medical Male Circumcision (VMMC) Program. The Project Director will provide day-to-day oversight and management and serve as the lead staff member for Jhpiego’s program team in country, including ensuring the timely, efficient, and cost-effective implementation of project activities and reporting, as well as the strategic, programmatic, technical, and financial integrity of the project. The CDC project is expected to last through September 2025 and is contingent upon annual funding from CDC.The Project Director will also serve as the senior most organizational representative of Jhpiego in country, with support from Jhpiego’s program and technical teams at headquarters. When needed, the Project Director will also support identification and development of new project opportunities.  The position will be based in Mbabane, Eswatini.

Responsibilities

  • Oversee all aspects of the project, including the day-to-day management of staff and operations
  • Ensure that Jhpiego’s project management approaches and tools are utilized in management of the project
  • Provide leadership and strategic direction to ensure programmatic and financial integrity of the VMMC project and to achieve rapid and sustained project goals and targets within budget
  • Ensure the project is technically sound, evidence-based, and responsive to the needs of Eswatini, its people, and the donor
  • Mentor, support, supervise, and manage the project’s clinical, technical, program, and administrative staff, and align their efforts to ensure rapid and responsive results
  • Lead the development of the project’s annual work plans and progress reports, and oversee the successful implementation of project activities
  • Support M&E planning, including assisting in the development and tracking of indicators
  • Work with finance and program staff to develop and track project budgets and oversee procurements
  • Develop and maintain strong working relationships with the donor, the national government, and other implementing partners to maximize resources and avoid duplication of effort
  • Provide strategic and technical support to the national government in policy development and coordination of national VMMC activities
  • Participate in national VMMC Technical Working Group meetings and present progress, achievements, and lessons learned to key stakeholders including USG and partners in public and professional circles through other meetings, conferences, and presentations
  • Promote and support the staffs’ understanding of and compliance with Jhpiego, JHU and donors’ operational policies and regulations, and local laws
  • Maintain regular communication with Jhpiego HQ technical and program staff to drive efficient and compliant program operations
  • Seek opportunities to represent Jhpiego in professional circles through meetings, conferences and presentations
  • Any other tasks as assigned by the Senior Portfolio Manager

Required Qualifications

  • Advanced degree (minimum Master’s) in public health, health administration, international health, and/or clinical diploma (MD, Nursing, etc.) or equivalent, or extensive experience in the field that proves the candidate has gained the necessary knowledge, skill, and abilities to be able to perform the functions of the advertised position proficiently
  • 10+ years of NGO project management experience, with minimum 2 years senior management experience in regional/national VMMC program, managing an annual budget of at least $1.5 million and a staff compliment of at least 20, including senior staff.  
  • Demonstrated skills including excellent verbal and written communication abilities, organizational leadership, strategic thinking, supply-chain management, and organizational team-building and capacity development
  • Knowledge of USG and PEPFAR programs, regulations, compliance, and reporting (preferred management experience with CDC-funded programs)
  • Management, training, or clinical background in HIV prevention, and thorough understanding of current VMMC science and programmatic best practices
  • Experience with technical assistance to Ministry/ies of Health, including routine participation in national technical working groups and diplomatic stakeholder management
  • Management experience, including:
    • Personnel management, with a track record of mentoring, motivating, and developing staff to support career development
    • Development and oversight of complex activity plans
    • Familiarity with budget development, budget monitoring and reporting
    • Ability to create high quality reports (written, spoken and presentation skills)
  • Capacity for analyzing technical and programmatic issues; experience developing solutions to intricate challenges
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
  • Fluent in written and spoken English (siSwati proficiency preferred)
  • Demonstrated computer skills in Microsoft Word, Excel and PowerPoint
  • Available to travel extensively both nationally and internationally
