Office/Unit/Project Description

United Nations Development Programme (UNDP) is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP's policy work carried out at HQ, Regional Hubs and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

UNDP is a founding co-sponsor of the Joint UN Programme on HIV/AIDS (UNAIDS), a partner of the Global Fund to Fight AIDS, TB and Malaria (Global Fund), a signatory of the WHO-led SDG3 Global Action Plan for Healthy Lives and Well-Being for All, and a co-sponsor of several other international health partnerships. UNDP’s work on HIV, health and development leverages UNDP’s core strengths and mandates in sustainable development, governance, poverty reduction and climate.

UNDP delivers support to countries in three areas of HIV and health as per the HIV and Health Connecting the Dots Strategy 2022-2025: reducing the inequalities that drive disease, promoting effective and inclusive governance for health and building resilient and sustainable systems for health. UNDP helps countries to mainstream attention to HIV and health into action on gender, poverty, governance, financing, and the broader effort to achieve and sustain the Sustainable Development Goals. UNDP works with partners to address the interactions between governance, human rights, and health responses, especially for those left behind. UNDP also supports countries in effective implementation of complex, multilateral and multisectoral health projects, while simultaneously investing in capacity development so that national and local partners can assume these responsibilities over time. The UNDP/Global Fund partnership is an important part of this work, facilitating access to resources for action on SDG3 by countries that face constraints in directly receiving and managing such funding. UNDP works with countries, WHO and other partners in responding to health emergencies and HIV and health dimensions of crisis/post-crisis situations.

HIV, Health and Development Approach

UNDP’s work on HIV, health and development leverages the organization’s core strengths and mandates in governance, human development, and capacity development. The Team addresses social determinants of health with special focus on equity, rights and human development. This includes HIV, non-communicable diseases, health-related social protection including universal health coverage and access to affordable health technologies and enabling legal and policy environments to protect and promote the rights of people affected by HIV, sexual and gender minorities and persons with disabilities, among others.

UNDP also works closely with WHO as a member of the UN Interagency Task Force on the Prevention and Control of Non-communicable Diseases, established in 2014 through an ECOSOC resolution. Within the division of labour for the Inter-Agency Task Force on NCDs, UNDP (with WHO and UNAIDS) convenes the work of relevant UN organizations and other intergovernmental organizations ‘to strengthen national capacity, leadership, governance, multisectoral action and partnerships to accelerate country response for the prevention and control of NCDs.’ UNDP is also a lead agency in supporting countries to implement Article 5 of the WHO FCTC, which relates to national planning, governance structures and reducing tobacco industry interference in policymaking.

Duties and Responsibilities

Reporting to the Team Lead: HIV and Health in the Istanbul Regional Hub, the Programme Specialist will be responsible for:

Policy Advice and Programme Support Delivery with the following key responsibilities:

    • Support the Team Lead in providing programme and technical advisory support to country offices to continue expanding access to health services for those left behind, building enabling legal environments for key populations, and ensuring relevance of the health services provided to country and regional context, and in line with UNDP regulations, rules and procedures, and UNAIDS and Global Fund procedures.
    • Provide research support for the delivery of technical policy advice and programme support on key population-led and civil society-led responses that align with regional and country office needs.
    • Support the mainstreaming of human rights and gender interventions in Global Fund grants thoughout the grant cycle and other health and development programmes in coordination with the HIV and Health Group, governments, community and civil society organizations, technical partners, and private sector.
    • Provide programme and technical advisory policy support, guidance and advocacy to country offices in the development of capacity support strategies aimed at assisting governments and national entities in the implementation HIV, TB and other health projects in coordination with partners.
    • In collaboration with the BPPS teams at the Regional Hub, provide programme support that responds to country office needs.
    • Support efforts of UNDP country offices in the region with UN-system coordination, such as with the RC system.
    • Support integration of HIV and other communicable as well as non-communicable disease perspectives into a broader range of UNDP-supported policies and programmes, with a strong focus on social, economic and environmental determinants of health using a multi-sectorial approach, addressing inequities, governance and social protection; innovation and digital technologies for HIV and health.

Partnership-building, Communications and Knowledge Management with the following key responsibilities:

    • Support the Team Lead in maintaining effective partnerships and working relationships with UNDP country offices, WHO, UNAIDS and other relevant stakeholders.
    • Support creation of new internal and external partnerships that foster innovation and deliver results to improve health outcomes.
    • Support communications on key results at regional-level and national programming.
    • Contribute to the development of knowledge products, tools and trainings.
    • Support the Team Lead in recruitment processes, the maintenance of expert rosters and HHG focal points lists; and promotion of South-South exchange.
    • Contribute with regional inputs to Community of Practice initatitives on knowledge sharing and learning.
    • Support the Team Lead in cross-country and cross-regional exchange of knowledge by collaborating with various teams at the Regional Hub to research, develop and share evidence -based tools and guidance to help influence/advance policy dialogue on HIV, health, exclusion, key populations and human rights.
    • Support the Team Lead with assistance to country offices and the RBEC regional programme with resource mobilization

Programme Management Support with the following key responsibilities:

    • Support development and formulation of budgets and work plans and technical assistance mapping.
    • Coordinate project implementation and provide thought partnership to UNDP Country Offices, UNAIDS, WHO, regional key population and civil society networks.
    • Provide substantive and administrative support to the preparation of meetings and other consultations, and country missions if applicable.
    • Initiate and process recruitment activities, grants, and other contracts in line with UNDP rules and policy.
    • Prepare various written outputs, as may be required (e.g. case studies, draft background papers, concept notes, briefing notes and talking points).

Results Reporting, and Monitoring and Evaluation with the following key responsibilities:

    • Support results reporting (e.g., progress reports, donor reports, annual reports, etc.) and financial reporting.
    • Support the development and implementation of M&E policies and strategies, including preparation and quality control of M&E data.
    • Collaborate and coordinate with country offices and UNAIDS partners on results and M&E reporting.
    • Support specific programme evaluations and/or reviews, including preparation of terms of reference, participation in consultant selection and technical feedback on evaluations.
    • Coordinate and follow-up on the implementation of evaluation recommendations, ensuring the optimal use of evaluations by initiative partners.
  • Perform any other duties as may be assigned by Team Lead, HIV and Health Group based in Istanbul

The Programme Specialist will work under the direct supervision of the Team Lead, HIV and Health based in Istanbul, Turkey.

Required Skills and Experience
 

Min. Education requirements

An advanced university degree (Master) in public health, international development, business adminstration or related field

Min. years of relevant work experience

Minimum five years of relevant work experience in project/programme management support or policy advisory support.

  • At least two years in HIV, health, key populations, human rights or law policy and programming.
  • Proficiency in financial and operational management.
